AMENDING THE RESOLUTION ESTABLISHING THE YOUTH ADVISORY
COMMISSION AND RESCINDING RESOLUTION NOS. 1983 -244, 1984 -13A,
AND 1984 -26
BE IT RESOLVED AND IT IS HEREBY RESOLVED by the Town Council of the Town
of Los Gatos, County of Santa Clara, State of California, that the TOWN Council
hereby establishes and creates a special commission to be known as and called
the "Youth Advisory Commission." The Commission shall be organized and shall
operate in the same manner hereinafter prescribed.
1. Membership - Organization
a. The Commission shall consist of ten (10) members appointed by the
Town Council. The Town Council shall fill any vacancies occurring during
the term of office for its Chairperson and Vice- Chairperson. Three (3)
members shall be adults aged 19 or over. The other seven (7) members of the
Commission shall be not younger than twelve (12) years old and not older
than eighteen (18) years old at the time of their appointment. The seven (7)
youth members shall be enrolled at the time of their appointment in public
or private schools which serve Los Gatos residents; two (2) youth members
shall be enrolled at the junior high level (grades 7 - 9), andfive (5) shall
be enrolled at the senior high school level (grades 10 - 12).
b. The members of the Commission shall serve without compensation,
provided that the actual and necessary expenses incurred by the members in
the conduct of Town business shall be reimbursable pursuant to the provisions
of Resolution No. 1982 -204.
c. The Commission shall establish a regular time for its meetings
and a regular meeting place which shall be in the Town Hall and shall otherwise
call and conduct its meetings in compliance with the provisions of Section 54950
through 54960 of the Government Code.
d. A quorum of the Commission for the purpose of transacting
business shall consist of not less than one (1) adult members and five (5)
youth members, and a vote by a majority of the quorum shall be necessary to
take action.
2. Powers and functions
a. The sole power of the Commission shall be to identify the
concerns of youth in the Los Gatos community, examine existing private and
publicly sponsored social, economic and recreational youth programs and
make recommendations to the Town Council for the improvement of such
programs or the creation of new ones.
b. The functions of the Commission shall be as follows:
1) To determine the nature and extent of all programs currently
conducted in the Los Gatos community which are designed to provide or improve
the social, economic and recreational advantages of youth therein.
2) To identify social, economic and recreational needs of
youth which are not being satisfied by current programs through personal
contact with youth, school officials, church leaders, and others;
3) To prepare a written report to the Town Council detailing
the Commission's findings and recommending new programs and /or modifications
of existing programs to meet the identified needs of youth in the community.
3. Duration of Commission
The Youth Advisory Commission shall be a ten (10) month Commission
operating from September through June each school year. At the end of each
year, it shall produce a written report of its activities, findings, and
recommendations to the Town Council. The Youth Advisory Commission shall
operate on this basis until June 30, 1986.

CALIFORNIA, at a regular meeting held this 16th day of September ,
1985, by the following vote:
