A RESOLUTION ESTABLISHING THE TOWN OF LOS GATOS
RENT ADVISORY COMMITTEE (RAC)
RESOLVED BY the Town Council of the Town of Los Gatos, County of
Santa Clara, State of California, that the Town Council hereby establishes
the Rent Advisory Committee. The Committee shall be advisory to the
Town Council and shall operate in the manner hereinafter prescribed.
1. MEMBERSHIP - ORGANIZATION
a. The Rent Advisory Committee shall consist of a total of six (6)
voting members; three (3) property owners and three (3) tenants.
One property owner and one tenant will represent complexes with
3 through 15 rental units. The remaining 4 will represent complexes
with 16 or more units.
Property owners shall be nominated by the Los Gatos Steering
Association of the Los Gatos Property Owners Association and
tenants by the Executive Board of the Renters Association.
The terms of office shall be three (3) years until successors are
selected. Terms of office of the respective members shall be
staggered and overlapped in such a manner that the terms of no more
than one -third of the members expire each year.
b. Four members of the Committee shall constitute a quorum for the
purpose of transacting business. Any member shall have the right to
present a minority view to the Town Council in reference to any
report or recommendation the Committee may make.
C. The members shall serve on this committee without compensation.

d. The Committee shall establish a regular time for
its meeting and regular meetings shall be held in the
Los Gatos Downtown Neighborhood Center and shall other-
wise call and conduct its meetings in compliance with
the provisions of Section 54950 and 54960 of the Government
Code.
e. Minutes of the actions taken during its meeting shall be
kept and filed with the Community Services Department
and the Town Clerk.
f. Three consecutive absences from scheduled meetings
of the Committee shall be construed as resignation of member-
ship unless the member involved formally requests to retain
membership and a majority vote of the Committee sustains the
request.
2. FUNCTIONS AND DUTIES
The functions of the Committee shall be to regularly review the
Rental Mediation Ordinance and Regulations and recommend changes
needed to meet new conditions and to respond to the changing
community environment. In developing recommendations for the
Town Council, the Committee will, when feasible!
a. Elicit input and support of various relevant community
individuals and groups.
b. Study and examine submitted reports.
c. Evaluate the effectiveness of the existing program and
make constructive suggestions for its improvement to the
Town Council.
3. DURATION OF THE COMMITTEE
This Committee shall be in effect from August 5 , 1985 and
shall terminate upon the expiration of Ordinance 1477.
