A RESOLUTION ESTABLISHING THE TOWN
OF LOS GATOS CULTURAL COMMISSION
RESOLVED by the Town Council of the Town of Los Gatos, County of Santa
Clara, State of California, that the Town Council hereby establishes the Town
of Los Gatos Cultural Commission. The Commission shall be advisory to the
Town Council and shall operate in the manner herein after prescribed.
1. Membership - Organization
a. The Commission shall consist of seven (7) voting members, whose terms
of office shall be three (3) years and until their successors are appointed.
The members shall be appointed by the Town Council.
The terms of office of the respective members shall be staggered and
overlapped in such a manner that the terms of no more than one -third of the members
expire each year.
The Town Council shall fill any vacancies occurring during the term of
the Commission. The Commission shall annually designate a Chairperson and Vice -
Chairperson.
b. Four members of the Commission shall constitute a quorum of the Commission
for the purpose of transacting business. Any member shall have the right to
present a minority view to Council in reference to any report or recommendation
the Commission may take.
c. The members of the Commission shall serve without compensation, provided
that with advance budgetary approval of the Town Council, the actual and necessary
expenses (if any) incurred by the members in the conduct of Town business shall
be reimbursable pursuant to the provisions of Resolution No. 1984 -204.
d. The Commission shall meet on the second Monday of each month in the Town
Hall Conference Room, and shall otherwise call and conduct its meetings in
compliance with the provisions of Section 54950 and 54960 of the Government Code.
e. Minutes of the actions taken during its meetings shall be kept and
filed with the Town Clerk.
f. Three consecutive absences from regularly scheduled meetings of the
Commission shall be construed as resignation of membership unless the Commissioner
involved formally requests to retain membership and a majority vote of the
Commission sustains the request.
2. Duties and Functions
a. The functions of the Commission shall be to encourage the preservation
and development of the cultural resources of Los Gatos in the field of art, drama,
music, history, heritage preservation and other creative activities. Specific
activities would include but are not limited to:
1. Identify and examine the nature and extent of all existing art and
cultural resources in the Los Gatos community.
2. Generate community awareness and support for a full range of
cultural activities in the Town by networking with existing cultural /historical
organizations and with other organizations where appropriate.
3. Identify community art and cultural needs, prepare a written report
to Town Council detailing the Commission's findings, and coordinate efforts to
meet the identified needs.
4. Make recommendations to Town Council and other Town Commissions in
the field of art, aesthetics, history, and beautification as requested.
5. Make available information on funding sources for cultural activities.
6. Develop and coordinate the Town's calendar with the County and adjacent
communities.
7. Perform other duties as assigned by the Town Council.
3. Duration of Commission
The duration of the Commission shall be for a period of three (3) years, and
may be continued or terminated at any time by resolution of the Town Council, to
become effective July 1, 1984.
PASSED AND ADOPTED by the Town Council of the Town of Los Gatos, California,
at a regular meeting held this 16th day of July 1984, by the
following vote:
