RESOLUTION GRANTING APPEAL FROM DECISION OF BUILDING OFFICIAL
(27 East Main Street - J. J. Papanani's)
1. Cal -Irish Development Company has appealed a decision of the Building
Official, as follows: requiring provision of handicapped access on an existing
building in connection with remodeling; and
2. A public hearing was held by the Town Council on July 18, 1983:
IT IS HEREBY RESOLVED:
1. The Town Council hereby finds as follows:
a. The subject building is a qualified historical structure, thereby
invoking the State Historical Building Code.
b. Adherence to prevailing standards for handicapped access in all respects
would damage the historical value of the building, thereby allowing consideration of
alternative provisions as provided in 24 California Administrative Code §8 -1305.
2. Based on the foregoing findings, the appeal is granted to the extent of
allowing doors with a 30 -inch width of clear opening operable by a single motion,
provided that (a) the doors open in as shown on the plans, and (b) the doors are
equipped with special hinges to ensure that the actual opening is 30 inches wide.
In all other respects the appeal is denied and the decision of the Building Official
is affirmed.

at a regular meeting held this 1st day of August
1983, by the following vote:
