A RESOLUTION AMENDING THE TOWN'S
COMMUNITY SERVICES AND DEVELOPMENT
COMMISSION
RESOLVED by the Town Council of the Town of Los Gatos, County
of Santa Clara, State of California, that the Town Council hereby
extends the term of the Community Services and Development Commission
until January 1, 1985. The Commission shall be advisory to the Town
Council and shall operate in the manner hereinafter prescribed.
1. Membership - Organization.
a. The Community Services and Development Commission shall
consist of nine (9) voting members, whose terms of office shall be
three (3) years and until their successors are appointed. The
members shall be appointed by the Town Council. At least one
members of the Commission shall reside within the Town's sphere of
influence. At least two members of the Commission shall represent
community service providers. The membership of the Commission shall
reflect the social and economic diversity of the Los Gatos community.
Members representing low and moderate income groups shall be included.
The terms of office of the representative members shall be
staggered and overlapped in such a manner that the terms of no more
than one -third of the members expire each year.
The Town Council shall fill any vacancies occurring during
the term of the Commission. The Community Services and Development
Commission shall appoint and prescribe the term of office for its
Chairperson and Vice - Chairperson.

b. Five members of the Commission shall constitute a quorum of
the Commission for the purpose of transacting business. Any member
shall have the right to present a minority view to Council in
reference to any report or recommendation the Commission may make.
C. The members of the Commission shall serve without compensation,
provided that with advance budgetary approval of the Town Council,
the actual and necessary expenses (if any) incurred by the members
in the conduct of Town business shall be reimburseable pursuant to
the provisions of Resolution No. 1977 -14.
d. The Commission shall establish a regular time for its
meetings, and regular meetings shall be held in the Town Hall
Chambers, and shall otherwise call and conduct its meetings in
compliance with the provisions of Section 54950 and 54060 of the
Government Code.
e. Minutes of the actions taken during its meetings shall be
kept and filed with the Town Clerk.
f. Three consecutive absences from regularly scheduled meetings
of the Commission shall be construed as resignation of membership
unless the Commissioner involved formally requests to retain
membership and a majority vote of the Commission sustains the request.
2. Duties and Functions
The duties and functions of the Commission shall be to insure
that the goals and objectives contained in the Human Services Element
are implemented: Specific activities would include, but are not
limited to:
1) Advising the Town on the proper role it should assume for
the implementing of the recommendations contained in the 1983 Needs
Assessment report.

2) Assisting the Town in coordinating its own community
service programs with other agencies and organizations, public and
private.
3) Advising the Town on emerging community needs and the
development of new programs.
b. The Commission shall periodically review the Human
Services Element and 1983 Needs Assessment and recommend changes
needed to meet new conditions and to respond to the changing
community environment. The Commission shall evalute the
results of the 1980 Federal Census as a part of this review.
C. The Commission shall identify the housing and human
service needs of persons of all ages in Los Gatos and its sphere
of influence, examine existing privately and publicly supported
programs in those fields, evaluate such programs, develop plans
for the creation of new programs; and make recommendations to the
Town Council.
d. The Commission shall make recommendations to Town
Council concerning the projects to be included in subsequent
applications for funding under the Housing and Community
Development Act of 1974 and perform any other duties
necessitated by the Act upon the request of Town Council.
e. The Commission shall make recommendations to the Town
Council as regards to the programming and operation of the
Downtown Neighborhood Center.

f. The Commission shall review existing and proposed
programs and recommend ways to minimize and /or eliminate
overlapping and duplicative services.
g. In developing recommendations to the Town Council the
Commission should:
1) Elicit the interest and support of various
relevant community individuals and groups.
2) Study and examine sources of public and private
funding to meet housing and community service needs.
3) Evaluate the effectiveness of existing programs
and make constructive suggestions for their improvement.
h. The Commission may present to the Town Council reports
describing its recommendations and accomplishments and answering
requests made by Council.
i. The Commission may, upon approval by the Town Council,
send representatives, when appropriate, to other bodies or
Commissions.
3. Duration of Commission
The duration of the Commission shall be for a period of
three (3) years, and may be continued or terminated at any time
by resolution of the Town Council, to become effective
January 1, 1983.
PASSED AND ADOPTED by the Town Council of the Town of Los
Gatos, California, at a regular meeting held on the first day of
November, 1982, by the following vote:
