A RESOLUTION OF THE TOWN COUNCIL OF THE
TOWN OF LOS GATOS AUTHORIZING EXECUTION
OF A CONTRACT FOR CONSULTANT SERVICES
RESOLVED, that the Mayor of the Town of Los Gatos is hereby
authorized to execute the attached agreement with Earth Metrics,
Incorporated.
PASSED AND ADOPTED by the Town Council of the Town of Los
Gatos at a regular meeting held this 3rd day of November
1980, by the following vote:

THIS AGREEI4ENT is made and entered into on November 3rd , 1980
by the TOWN OF LOS GATOS (Town), and EARTH METRICS, INCORPORATED, a
California Corporation ( CONSULTANT).
1. The TOWN desires to contract for the performance of Environmental
Services to include the preparation of a Focused Draft and Final
Environmental Inpact Report for the following project:
Richard Latos and Nancy Latos - 15755 Blossom :-Till Road
a. Conditional Use Permit Application U -80 -26
b. Architecture and Site Application S -80 -75
Nine unit residential condominium project.
2. The CONSULTANT is willing to perform such professional services
upon the terms and conditions herein set forth.
THE PARTIES DO HEREBY AGREE AS FOLLOWS:
SERVICES
1. CONSULTANT shall perform those professional services described
in the "State of Work" attached as "EXHIBIT A."
CONSULTANT'S work products and schedule of delivery shall
be in accordance with the "Work Products and Schedule"
attached as "EXHIBIT B," except as modified as follows:
a. The second paragraph of the work schedule is modified
to read:
"Delivery of the ADEIR in €gee six copies to the Town.
Payment due for 40 percent of the contract value."
b. A new fifth paragraph of the work schedule is added
to read:
"?eeeipt o= all written comments, letters, and public
hearing minutes in one copy and preparation of an
addendum to the DEIR as part o� the FEIi."
C. The existing fifth and sixth paragraphs become the sixth
and seventh paragraphs.
d. The number of calendar days after receipt of authorization
to proceed may be modified by mutual consent of both
Earth Metrics, Incorporated and the Town.

be at a firm fixed price of $2,930, payment to be made in
accordance with Work Products and Schedule stated in Exhibit
B.
STANDARDS
3. CONSULTANT'S work shall be performed in compliance with
the requirements of the Environmental Quality Act of 1970,
as amended (Public Resources Code Section 21,000 to 21,176,
inclusive), and the Guidelines for Implementation of the
California Environmental Quality Act of 1970 originally
certified and adopted by the Secretary of the California
Resources Agency as Administrative Regulations on February
3, 1973, and as thereafter amended, if applicable.
NOTICES
4. Any notice required to be given to CONSULTANT shall be deemed
to be duly and properly given if mailed to CONSULTANT postage
prepaid, and addressed to:

Earth Metrics environmental analysis will focus on the four issues, land use,
traffic, noise, and visual effects, identified in the Environmental Assess-
ment as having si_nificant adverse effects. Three other issues (geology,
tree removal, and air quality) will be briefly addressed in the focused _IR,
but are assumed for this scone of work to not possess significant effects,
as stated in the Environmental Assessment. No other environmental issues
will be discussed in the focused EIR, since they have been considered and
discounted in the Environmental Assessment.
Earth Metrics will perform the following tasks:
Land Use Comoat_ibility (to be performed by Mr. Curtis Alling)
e Describe existing and projected land uses in the project area,
including zoning and general plan designations for the Town of Los
Gatos. (The site is presently zoned for R- 1:8000. General Plan
designation is residential, one to five dwelling units per acre.)
® Evaluate the proposed action for consistency with the Los Gatos
General Plan and zoning designation.
a Evaluate the compatibility of the proposed density and condominium
use wd th the adjacent single family residences.
m Evaluate the effects of the proposed project on the existing charac-
ter of the surrounding neighborhood.
A Develop mitigation measures regarding the type and density of land
use on the project site, if adverse effects are found.
Traffic Generation, Circulation and Access (to be performed by "_r. John kilson)
® Summarize existing circulation patterns adjacent_ to the project area
in reference to the circulation policies of the Los Gatos General
Plans. Describe existing traffic patterns on Blossom Hill Road,
Camino del Cerro, Lu -Ray Drive, and ocher affected area streets.
Present available traffic volume counts or estimates provided by the
Town of Los Gatos or other existing sources.
a Estimate average daily and peak hour traffic generation from the
proposed project.
e Evaluate traffic effects at the intersection of Camino de_ Cerro and
Blossom Hill Road, including potential traffic conflicts and safetv
hazards at this intersection during peak hours. No intersection
turning movement counting is proposed or considered necessary for
the evaluation.
® Evaluate traffic disturbances to residences adjacent to the common
driveway from Camino del Cerro into the project site.
® Assess the adequacy of the on side vehicle access system (loop com-
men drive),
