AUGUST 26, 2010 TO: MAYOR AND TOWN COUNCIL ~~ FROM: GREG CARSON, TOWN MANAGER ~~~ (/ SUBJECT: PPW JOB NO. 10-11 OAK MEADOW PARK ADA PATHWAY IMPROVEMENT PROJECT APPROVE PLANS AND SPECIFICATIONS FOR THE OAK MEADOW PARK ADA PATHWAY IMPROVEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BIDS RECOMMENDATION: Approve plans and specifications for the Oak Meadow Park ADA Pathway Improvement Project and authorize staff to advertise the project for bids. BACKGROUND: Oak Meadow Park is the most highly utilized park in Los Gatos. Due to its location and wide range of recreational opportunities, the park attracts many individuals and organized groups. Park users are able to enjoy the many different amenities the park has to offer such as playgrounds, picnic areas, and the Billy Jones Wildcat Railroad. In addition to these regularly available activities, the park is also home to several significant annual events such as `Shakespeare in the Park' and `Screen on the Green'. There have been numerous improvement projects at Oak Meadow Park over the past several years in an effort to enhance the park's aesthetics and improve its usability. These improvements have included; construction of the bandstand stage, turf repair and renovation, remodel of the restroom building, repairs to the sidewalks and parking lot, and renovation of the play elements including the historic airplane. Even with all of these improvements, accessibility around the turf area is an issue that has not been properly addressed. This is of particular concern for park users that have physical disabilities or special needs. Simultaneously, staff has pursued grant funding to construct the actual improvements. The design for pathways around the park is now complete and construction documents are ready for bidding. The scope of work includes providing a 12' wide paved pathway and service road fi•om the existing parking lot, along the creek fence line towards the Billy Jones Wildcat Railroad facility. Additionally, there will be a new T wide pathway constructed around the main turf area in order to provide access to the picnic areas, the bandstand stage, and to connect the main pathway along the creek fence line. Plans and Specifications for this project are complete and will be available for review in the Town Clerk's Department on the Friday before the Council meeting. Upon Town Council's approval of this project, it will be advertised far bids. A construction contract will be presented at a regular Town Council meeting in October, and recommended that the Council award a construction contract at that time. CONCLUSION: Staff recommends that the Town Council approve plans acid specifications for the Oak Meadow Park ADA Pathway Improvement project and authorize staff to advertise the project for kids. ENVIRONMENTAL ASSESSMENT: This project is Categorically Exempt pursuant to Sections 15301 (c), and 15303 (e), and 15304 (b) of the State CEQA guidelines. FISCAL IMPACT: There are sufficient funds available for this project. A detailed budget sumrnary will be provided at the regular Town Council meeting to be held on October 4, 2010, when the conshuction contract is scheduled to be awarded.
