RECOMMENDATION:
Authorize the Interim Town Manager to negotiate and execute an agreement,not to exceed
$50,000,with Attevo,Inc.to enhance the Community Development Department (CDD)permit
tracking system.
BACKGROUND:
In 2006,the Town Manager entered into agreements with Accela and Attevo to implement
Accela Automation to replace the existing CDD permit tracking system.Accela Automation has
been operational since March 2007.Staff anticipates the online interface for the permit system
will be launched in six weeks.
Accela has recently made enhancements to the report writing capabilities of their Automation
software to allow for better report writing capabilities.Staff asked Attevo Inc.to provide a
proposal for these upgrades and additional management reports.Funding for these
enhancements was included in the CDD FY 07-08 budget.
DISCUSSION:
Attevo has proposed to make upgrades and enhancements to Accela Automation software to
modify CDD's existing reports and provide additional management reports.These reports were
unable to be provided under the original 2006 Accela project.Additional software features will
also be implemented to provide mor fici ecution of the reports.

CONCLUSION:
Staff believes the reporting enhancements to Accela Automation will improve the CDD reporting
capabilities,improve management infonnation capabilities,staff efficiency and customer service.
Staff recommends that Council authorize the Interim Town Manager to negotiate and enter into
an agreement,not to exceed $50,000,with Attevo for upgrades to the pennit tracking system.
The Interim Town Manager will execute the agreement as authorized by Council through
approval of this item.
FISCAL IMPACT:
Funds have been appropriated for consultant services for this project in the FY 2007/2008
adopted budget.

WHEREAS,the Town Council approved the Fiscal Year 2007-2008 budget

NOW,THEREFORE,BE IT RESOLVED that the Town Council authorizes

system by implementing additional report writing capabilities and additional management
reports.

1•BACKGROUND
1.1 Introduction
The Town of Los Gatos,California has recently completed Phase I of their implementation of
Accela Automation TM as their enterprise e-Government solution connecting all permitting,
planning,inspection,and code enforcement activities under a common database and improving
the ability to effectively deliver government services to Los Gatos'citizens.
1.2 History
Beginning in September 2006,Attevo assisted The Town of Los Gatos with their implementation of
Accela Automation™utilizing the Accela Report Writer (ARW)as was the current best practice.
Recently however,Accela has enhanced their product line to interface with more capable
reporting options such as Microsoft SQL Reporting and Business Objects Crystal Reports.
1.3 Engagement Purpose
Los Gatos will utilize the expanded capabilities within the most recent version of Accela
Automation TM to greatly enhance their reporting repertoire to include updated versions of Activity
Reports,Monthly Reports,Permits,Letters,Financial and Management reports.To achieve these
improved reporting capabilities,Accela has greatly enhanced its core product integration with
powerful reporting software such as Business Objects Crystal Reports and MS SQL Report Manager.
Los Gatos will also implement Accela Vantage 360,a product architecture that integrates
information resources and lets users access this information from any perspective.Vantage360
provides users with a custom-tailored Console that puts them in command of their daily tasks and
provides them with a complete view of any customer,record,complaint,violation,or any other
required information based on their role in the organization.Within this Console reside
preconfigured views or portlets that can provide access to multiple data sources,from Accela
Automation™permitting data to RSS feeds such as blog entries,news headlines or podcasts.

3.2.2 Project Charter:Process and Purpose
A Project Charter is a clear statement of project intent,and it provides a preliminary delineation
of roles and responsibilities.The Project Charter is issued by Attevo and The Town.It outlines the
project objectives,identifies the main stakeholders,and defines the authority of the project
manager.It serves as a reference of authority for the future of the project.The Project Charter
sets boundaries for the scope of the project and provides the project manager with the authority
to apply organizational resources to project activities.

3.2.4 Escalation Procedures and Dispute Resolution
Prior to the start of the project,The Town will designate a primary contact.In the event that any
disputes arise that are within the scope of this SOW,such contacts must be notified in writing
immediately.Thereupon,the parties shall confer in good faith to resolve the problem or issue.If
the parties are unable to mutually agree on a resolution within a reasonable time,either party
may (1)suspend the project pending the resolution of the problem or issues,or (2)terminate this
SOW.In the event of such termination,all amounts due for services rendered by Attevo up to the
date of termination will immediately become due and payable to Attevo.
3.2.5 Scope Management Plan
The Statement of Work provided during the initial stages of the project will include such
information as The Town Contact Information,Scope of Services,Objectives,Exclusions,
Prerequisites,Knowledge Transfer and Education.The Project Manager will confirm a mutual
understanding of these components in an initial meeting with The Town at the project initiation.
3.2.6 Communication Management Plan

3.2.7 Issue Management Process
As an issue arises,the project team member first recognizing it will be responsible for reporting
the issue to the Attevo Project Manager.The Attevo Project Manager will be responsible for
documenting the issue on the Project Issue Log,and directing the issue to theappropriate party
for resolution,and for the subsequent tracking of the issue.
Open issues will be recorded in the Progress Report and will be reviewed at the Project Team
meetings as defined in the Communications Management Plan.As needed,issues will be
escalated within the responsible organization at the discretion of The Town or the Attevo Project
Manager.
In that this project has tightly scheduled milestones,prompt issue resolution is necessary.It is
expected that each organization will immediately supply the necessary resources to resolve any
issues in a timely manner.
3.2.8 Maintenance of Project Information
Filing
The following system will be used for filing the project information:
•"Hardcopy"project information will be stored in a "Project Control Book"maintained by
the Attevo Project Manager.
•Project information will be readily retrievable.
•Project information will be normally available within one business day of being requested.
Access
Project information records will also be kept on an electronic medium during the life of the
project.They will be stored on The Town Project document servers or Attevo document
management system if The Town cannot provide such.
3.2.9 Change Management Plan
The Change Management Plan defines the process to implement any necessary changes that occur
during the life of the project,while managing and maintaining control over the change.

When a need for a change to the project is identified,the Attevo Program Manager will complete
a Change Request form.This form will describe Attevo's understanding of the requested change,
the impact that the change has on the current engagement,and the estimated resources and time
required to implement the change.The Change Request form will set forth the estimated fee due
to Attevo for such change (if applicable.)
The Attevo Program Manager will submit the completed form to The Town's designated contact
for review and approval.Estimates provided to The Town will remain valid for a period of five
business days from the date of submission.If The Town does not approve the change estimate
within the five business days,and Attevo has not extended the approval period in writing,the
change estimate will automatically expire.
Following receipt of The Town's written approval,and Attevo's acceptance the Attevo team will
begin work on the requested change according to the agreed upon schedule.
Due to the complexity of some project change requests,The Town may be charged for the time
required to scope and estimate the requested change.The Attevo Consultant/Project Manager
will advise The Town of the estimate if a charge will apply.
3.2.10 Risk Management Plan
The Risk Management Plan is based on early identification of issues coupled with risk assessment,
analysis,and mitigation.The Risk Management Plan is an iterative process that is initiated at the
start of the project and continues throughout the project life cycle.
Risk Management will be based on the issues identified on the 'Risk Inventory and Assessment
Worksheet'section of the Project Risk Log.These issues will be discussed in regular Project
Status meetings and any changes noted on the Project Progress Report.

3.2.12 Quality Management Plan
The Quality Management Plan describes the processes to be followed to assure that the Project
will satisfy the needs for which it was undertaken.Quality Management is a method by which
management and employees can become involved in the continuous improvement of the
deployment of a solution.
The Quality Management Plan typically contains three sections.The first section,"Completeness
and Correction Criteria,"should be completed by The Town.This gives the project team and The
Town a common expectation upfront of what is required for each deliverable to be accepted.
The second section,"Quality Assurance,"refers to the process used to build and test the
deliverables.It is used to ensure that the activities designed to ensure the overall processes used
to create the deliverable are of high quality.
The third section,"Quality Control,"is used to record and track the ongoing activities that the
project team will perform.E.g.,third-party audits,checklists to ensure all parts of a process were
completed,deliverable approvals,etc.
A specific quality management plan will be developed for The Town as a deliverable.

5.TERMS
5.1 Attevo Implementation Service Fees
Attevo is pleased to provide The Town with the following pricing proposal.The total fees payable
for the deliverables identified within this response are as defined as follows.

5.2 Reimbursable Expenses
Although none are anticipated,Attevo shall be compensated for approved reimbursable expenses
incurred in the interest of the program.No mark-up is permitted on reimbursable expenses.
Typical reimbursable expenses include travel,office supplies/equipment,computers,software,
phone,and reproduction/copying.Reimbursable expenses will be itemized and submitted with
appropriate documentation in the monthly invoice.
5.3 Expiration
This SOW expires 30 days from issue date.
