JUNE 26, 2017
The Town Council Policy Committee of the Town of Los Gatos conducted a Special Meeting on
Thursday, June 26, 2017, at 3:30 p.m.
MEETING CALLED TO ORDER AT 3:30 p.m.

OTHER BUSINESS
1. Approval of the May 25, 2017 Council Policy Committee Draft Minutes
Unanimously approved.
2. Recommend that the Town Council Adopt a Records Management Program Policy
Arn Andrews, Assistant Town Manager, gave the staff report.
Public Comment:
- David Weissman asked about the retention schedule.
The Committee discussed the item.
With the suggested edits and comments from Chair Jensen, the Committee voted
unanimously to recommend that the Town Council adopt a Records Management Program
Policy.

3. Recommend to the Town Council Revisions to the Town Council Agenda Format and Rules
Policy
Chair Jensen provided the context for the item.
Public Comment:
- Lee Quintana suggested reducing the time given to ceremonial presentations to
provide more time for Verbal Communications.
David Weissman suggested that more people could speak if each person had one
minute.
The Committee discussed the item.
The Committee requested that the proposed language apply to all Commissions in addition
to the Council, remove the mention of ten speakers, and include language similar to
Milpitas' description of Verbal Communications. The Committee requested to see the
revision via email prior to consideration by the Town Council. The Committee also
requested that staff prepare a one page handout explaining what to expect during a
Council meeting, how the public can provide information to Council Members, and how to
request items for a future Council agenda.
4. Review and discuss Section B. of Chapter II. (Constraints Analysis and Site Selection) of the
Hillside Development Standards and Guidelines (HDS&G) and provide direction to staff for
next steps

- David Weissman requested a more thorough discussion of points raised in a
redlined version of the visibility analysis prepared by Lee Quintana and himself for
the May 18, 2017 Council Policy Committee meeting. He identified specific topics
that he would like to discuss further.

The Committee requested that this topic return to the July Policy Committee meeting with
a focused discussion of two topics: (1) the timing of the visibility analysis in the
development process (Zoning versus Architecture and Site Application) and in the process
of a single development application (i.e., after the constraints and other analyses are
complete); and (2) tree health as determined by an arborist (e.g., fair or poor), as
determined by potential impacts of construction, and as may be affected by other
circumstances.
