Attachment 3From: Lou Rae Kagel Sent: Tuesday, April 04, 2017 9:09 AM To: Council Subject: Closing the end of North Santa Cruz Avenue. Dear Council Members, We are residents of Los Gatos at the opposite end of North Santa Cruz, namely Winchester at Lark, but we want to be able to shop ,dine and walk in our Town this summer. We are retired and do travel by car but need to stay close in Los Gatos. Please vote to make this as convenient as possible for those of us who support our local businesses by closing at least the end of North Santa Cruz Avenue for as long as possible during our beautiful weather that is rapidly approaching Yours truly, Robert Brown and Lou Rae Kagel 147 Newell Avenue Los Gatos, Ca. 95032 From: JoAnn Shank Sent: Monday, April 03, 2017 10:24 PM To: Council Subject: Closing entrance to Highway 17 I am very much in favor of closing the south entrance to Highway 17. I live on Pennsylvania and the last two summers were brutal. I also hope Massol and Tait will be closed along with Ridgecrest. Please do your do diligence and keep the residents of Los Gatos able to enjoy their town. Our town is too small for this overflow . Every evening the commuters clog our streets just to gain a few miles toward Santa Cruz Mountains..it really is a nightmare and I think our businesses are suffering for it. Please cast your votes toward helping the people who live here drive to their destination safely. The weekends are grid lock as you know, BUT...you all have decided to only take care of the people that live in downtown. I have 2 sons that live with their young families in Los Gatos, and both pay taxes!!! But one of them lives in the Lake Canyon Community, on Beardsley Road, off Black Road. He and his wife and 2 dogs have been basically trapped all winter from the storms, and road conditions on 17. They shop for groceries in town, he goes to the barber in town, the Animal Hospital...etc. Los Gatos is their home and you are basically making it impossible for the people of the community to get to town and back to their homes on the weekend! This is ridiculous. The town council has been very simple minded! You have not taken into account ALL the residents of Los Gatos. I urge you to rethink you situation. You NEED to make accommodations for people with Los Gatos addresses. You should be representing all the population of Los Gatos...not just a few. I sincerely hope you rethink your ideas here of closing the ramp. I am against the summer weekend closure of the highway 17 on ramp at the end of North Santa Cruz. I currently live off Winchester, and the closure experiment last year made the Winchester traffic far worse that it would have been otherwise. On more than one occasion, while on a run, I noticed that the cars backed -up on Winchester were mostly single- driver car's, presumably locals. One day I counted, and about 70% of the car's were single driver car's. While downtown traffic is definitely a problem when there is beach traffic, closing the on ramp only pushes the problem out of downtown to the surrounding area. I am against the closure. Drive throughs bring nothing to town businesses or aesthetic and keep locals from shopping or dining downtown., Best, Michele Scott From: Janice Fok Sent: Monday, April 03, 2017 2:03 PM To: Council Subject: SUPPORT for closure of SB17 ramp during summer weekends Thank you for considering a more consistent closure of the SB17 ramp at the end of Santa Cruz Ave. Last summer the additional signage and lane markings were added, to some increase in diverting traffic back on to 17. This summer, a more consistent implementation, along with the existing lane markings, should help set expectations of beach-goers to plan accordingly. Please also continue looking for creative solutions to this perennial problem, as population and traffic show no signs of decreasing. We know we can't widen the road, rebuild the rail, etc. But we need our town staff and leaders to explore what can be done to improve the weekend experience for everyone. thank you, Janice Fok From: Liz Dillon Sent: Monday, April 03, 2017 12:19 PM To: Council Subject: Summer closure of on-ramp to Highway 17 Dear Los Gatos Town Council Members, As a resident of downtown for 16 years, I have seen a marked increase in the gridlock caused in downtown due to divergent traffic from Highway 17. When Highway 17 is clogged, cars divert to the local roads in their attempt to access the southbound 17 on-ramp near the post office. When this happens, it is difficult for emergency personnel to respond quickly to emergencies, it makes shopping/dining downtown unappealing/impossible, and leaves us trapped. I support closing North Santa Cruz Avenue to disallow cut-through traffic for summer weekends and for weather- related Highway 17 problems. You should develop a plan in conjunction with the police to shut it down, as needed. Sincerely, Elizabeth Dillon 105 Highland Ave Los Gatos, CA 95030
