Dear Council Members,
On February 16 the issues surrounding the Almond Grove Project will again be on the Town Council agenda
The purpose of this communication is to highlight the importance of establishing a town budget for all ten
streets and setting aside dedicated sources of funds to cover all ten streets.
To estimate an updated town budget, it is important to use unit prices from the February 1 st low bidders and to
use street by street quantities from the Nichols December 2010 conceptual design. Applying this approach, I
have prepared spreadsheets for both concrete and asphalt for all ten streets (attached). My estimate for the total
town budget for each paving option is:
Concrete Ten Streets = $16,429,867 (includes contingency, mgt & admin)
Asphalt Ten Streets = $14,111,323
(includes contingency, mgt & admin)
You should expect the town engineer's updated estimates for all ten streets to be close to the above numbers.
In fairness to all the Almond Grove residents, please do not approve construction for any streets unless and until
you have dedicated sources of funds to complete the entire project. Either pave ALL TEN streets with the
material you choose; or pave NONE!

On February 16 the issues surrounding the Almond Grove Project will again be on the Town Council agenda.
To make an informed decision, the Town Council will need an updated town budget for all ten streets.
To estimate an updated town budget, it is important to use unit prices from the February 1 st low bidders and to
use smret by street quantities from the Nichols December 2010 conceptual design. Applying this approach, l
have prepared spreadsheets for both concrete and asphalt for all ten streets (attached). My estimate for the total
town budget for each paving option is:

I would be pleased to meet with you and Director of Parks and Public Works Morley to review the spreadsheets

A review of the low bids received on February 1 st shows three line items that have wildly escalated since the
Town Staff prepared estimates in August 2015.
Specifically from the bid for concrete:
1) Line item 9 "Remove Existing Pavement, Sidewalk, and Curb & Gutter (FPQ)"
Unit Price has escalated more than 3 %x times ($1.00 /sqft to $3.60 /sqft
For ten streets this adds $2.5 million (including esc, mgt and admin)
DID THE SPECIFICATION FOR REMOVAL CHANGE FROM LAST AUGUST.
RESULTING IN THIS LARGE INCREASE?
2) Line item 4 "Traffic Control'
Unit Price has escalated more than 8 times ($20,250 to $173,500)
For ten streets this adds $L I million (including esc, mgt and admin)
DID CHANGES IN SPECIFICATIONS RESULT IN THIS LARGE
INCREASE?
3) Last line item: "2 inch PVC Conduit"
This line item was not in previous Schedule of Quantities.
For ten streets this adds $.9 million
WHAT IS THE PURPOSE OF THE PVC CONDUIT AS PART OF THE
PAVING PROJECT? WHY LEFT OUT PREVIOUSLY?
The escalation of these 3 line items added $4.5 million to the ten street budget when compared to earlier Town
Staff estimates.
In the interest of transparency, please direct the Town Staff to prepare public written answers to the above
questions.
