NORTH 40 SPECIAL STUDY SESSION
BACKGROUND:
Town Council directed staff to develop a structure and process for a special study session on the North
40, and to invite members of the Planning Commission, Los Gatos Union School District Board, Los
Gatos - Saratoga Joint Union High School District Board, Cambrian School District Board, and the
Campbell Union High School District Board. These school districts have partial jurisdiction in the
North 40 area. Invitations have also been extended to the respective Superintendents. The session is
scheduled for Wednesday, June 15, 6:00 p.m. in the Town Council Chambers.
This report provides an overview of the Special Study Session.
REMARKS:
The purposes of the session are to:
I. Provide information and fact sharing on the North 40 Specific Plan, Housing Element, and
Environmental Impact Report (EIR); and
2. Provide an opportunity to ask questions and receive answers related to school impacts, legal
issues, housing issues, traffic impacts and other issues.
As a result of this session, community members, elected officials, appointed officials, and others can
find out about the background, history, and the process that led to the preparation and adoption of the
North 40 Specific Plan. Specific topics of the session include, and are not limited to, the Specific Plan,
Housing Element, EIR, traffic analysis and mitigation, and school impacts. The study session is not
intended to focus on the pending development applications because the applications are scheduled for
public hearings before the Planning Commission in July and Town Council in August. The public is

encouraged to participate in these public hearings by providing verbal testimony or comments in
writing.
Prior to the study session, staff has encouraged the community to submit questions and comments to the
Town. The questions received to date together with responses are posted on the North 40 website at:
www.LosGatosCA.gov/N40SP. Questions are welcome to continue to be submitted by email to:
North40.(iuestion@llosGatosca.gov.
At the study session, participants will have the opportunity to ask questions. As is the Town's practice,
verbal communications are welcome.
Dr. Shawn Spano, Communications Professor at San Jose State University, will be moderating the study
session. His experience includes working with communities through meaningful public engagement
around controversial land use and other policy issues.
