1.2 AddendumDATE: TO: FROM: FEBRUARY 1, 2016 MAYOR AND TOWN COUNCIL LAUREL PREVETTI, TOWN MANAGER MEETING DATE: 02/02/16 ITEM NO: 1.2 ADDENDUM SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE A CERTIFICATE OF ACCEPTANCE AND NOTICE OF COMPLETION ACCEPTING THE WORK OF CASEY CONSTRUCTION, INC. AND AUTHORIZE RECORDING BY THE CLERK ADMINISTRATOR FOR PPW JOB NO. 15-816-0412 FRANK AVENUE STORM DRAIN IMPROVEMENT PROJECT. REMARKS: After the staff report was distributed on January 14, 2016, staff received the following comments from a Council Member: The Town entered into an agreement with Casey Construction for work for a bid amount of $81,820. Why does budget funding stay at $150,000 instead of going down to the bid amount of $81,820? Is it to keep it open for any change orders and contingencies? Shouldn't the change orders and contingencies go down proportionally to the final bid amount? The budget funding covers direct construction, contingency, staff costs, design, and other related project expenses. The contract with Casey Construction was for the construction part of this project. The budget funding is based on all of these estimated project costs and is approved in the 5 -year Town CIP budget by Council. As the final project costs are not known until the close out of construction, the budget remains open until this time. If the final project costs come in lower than the budgeted funding amount, remaining funds are reprogrammed into the future CIP projects, as approved by Council. The total expenditures had an additional $18,800 for consultation services and $1,167 for blueprint/copy/postage and these were not associated with the "direct construction costs." Were these unexpected costs that were not in the original bid amount of $81,820? These costs were anticipated and were related to the design and bidding of the project. There have been no reports of flooding since the storm drain system was installed. Comments to PPW staff from residents on Frank Avenue have been positive. Who does the final inspection of the contractor's work? Town Engineering Inspection staff inspects the work while in progress and upon completion.
