What if it were really 491? The school parents, "Town not City," are concerned that with the state allowed density bonus the developers could increase the total living units to 491. If that were allowed, there would likely be a commensurate increase in traffic and possibly the school population. The Los Gatos Community Alliance is arranging another meeting with the developers, Grosvenor and SummerHill, to let us know if this is a legitimate concern or simply more hype. This may cover some old ground, but most importantly, we need to know how things will mesh together with our housing requirements and the Yuki land development. At least two members of our Housing Elements Advisory Board will also be in attendance. This state density bonus also applies to the AHOZ sites (and anything else in town), so there are lots of issues and moving parts. We have invited the Town not City people along with the Town Council, the LGUSD school officials and the Los Gatos Weekly personnel. This is an important and currently very contentious matter that needs to be brought out before the Town Council meeting on April 14. Note, due to space limitations, please RSVP. If the room reaches capacity, we will turn away those who did not RSVP. The system is possible thanks to the state's superior infrastructure. Spurred by the 2002 Winter Olympics, Utah began connecting traffic signals across the state using a fiberoptic network installed in partnership with utility companies. Today, UDOT has data from over a thousand closed- circuit cameras, and can remotely control over 80 percent of the traffic lights in the state. Mark Taylor, signal engineer for UDOT, clearly sees Utah as a template that other states should follow. "Our senior managers here understand the huge benefit -to -cost ratio that really good signal- timing gives," he said. "You just can't get that building roads or building other infrastructure." Indeed, he estimates that money spent on signaling can pay back at a ratio Of 40 to 1 —not surprising considering that waiting in traffic saps as much as $120 billion each year from the U.S. economy, mostly due to lost productivity. Since the beginning of its rollout in December 2012, the system has led to a net reduction in congestion of 25 %, a figure that should improve as the system reaches full implementation later this year. http: / /pittsburgh. cbslocal. com /2014/07/24 /smart - traffic -signals -to -be- instal I ed -in- cranb err y Smart Traffic Signals To Be Installed In Cranberry July 24, 2014 8:02 PM Share on email3 (Photo Credit: KDKA) Quoting from http: / /nexteity.or daily /entryjanan -iica- install - smart- system -of- traffic -li ts- phnom -penh Japan to Install "Smart" Traffic Lights Throughout Cambodia's Capital htti):Hreadwrite.com/2014 /08/20 /traffic -li ght- smart- cars - networked -roads Experts like Christoph Stiller, a professor at Germany's prestigious Karlsruhe Institute of Technology, expect smart, self - driving cars —aided by vehicle -based radar, laser sensors and sonar and video systems —in five to seven years. Data shared between vehicles will make the roads much safer, which in turn presents something of an existential crisis for the traffic light, says Stiller, who has been working on autonomous car technology for more than 20 years. Currently, this team has achieved a number of successes with testing its technology, successfully filing provisional patent and also developed a partnership with the Pubic Works Department of Pittsburgh. The SURTRAC software was successfully piloted at 9 intersections in the East Liberty area of Pittsburgh and is in the process of bing expanded to an additional 31 intersections covering Point Breeze, Bakery Square and Baum and Centre. From this pilot project, the team was able to record significant savings in travel time and reduced emission levels showing results of 26% less time spent by vehicles on the roads with vehicles spending 41 % less time idling and experiencing 31 % fewer stops. The SURTRAC technology was also able to reduce vehicular emissions by 21% based on data collected from the intersections. http : / /int.smart.comlenlenlindex /smart- campaignslwhatareyou for /for -a- safer- city.html • The Dancing Traffic Light - YouTube www.youtube.com/watch?v--SB OvRnke0k Aug 14, 2014 - Uploaded by smart We believe that smart ideas can turn the city into a better place. My husband and I live in the neighborhood surround - ing Hillbrook with our two young boys, along with many other families with young children who have moved here in the past five years Every day, rain or shine, we walls or bike to Blossom Hill School Therefore, I am very concerned about a possible enrollment increase at Hill - brook Unlike all the other schools in this area, there is only one entrance and exit to Hillbrook, which vehicles and pedestrians must share According to a national study by the Safe Routes to Schoolprogram, "Pedestri- ans are more than twice as likely to be struck by a car when walling in a location without sidewalks as they arewhen walling in an area with sidewalks." There are no sidewalks and no bike lanes on upper or lower Mamhmont, Englewood, Topping, Stonybrook, Cardi- nal or Hilow. In this environment, we have neighborhood children and Hillbrook schoolchildren trying to navigate their way through car traffic, buses, delivery trucks and garbage trucks. Even the police depart- ment is concerned I will quote a letter written in 2012 by Los Gatos -Monte Sereno IMUNPIYNEWSPAPERS FEBRU Police Sgt. Kerry Harris. "The CUP modification application submitted by I llbrook School has been reviewed. The one area of concern to the department is the impact on traffic and pedestrian safety resulting from the increase in vehicle trips through the Englewood and Marchmont neighbor- hoods The department would urge the applicant to investigate ways to reduce the number of vehicle trips through the residential neighborhood, developing traffic demand management strategies to achieve that end, or to study alternative ingress and egress options to the Hi lbrook campus." Even though they have repeatedly said theywiil add enrollment without adding traffic, during their presenta- tion at the commissioner's hearing in October they showed that traffic will go up an "average" of 40 cars during the morning and afternoon peaks alone. They also stated they could com- mit to not exceed 1,200 cars a day. Including the normal neighborhood traffic, that would mean 1,524 cars on a one -way, steep street in a day. Hilbrook is a wonderful school, and we appreciate the efforts ofthe parents who use carpooling and busing. However, it is inevitable that with a 32 percent enrollment increase, the traffic will increase_ Please, town council, from the perspective of safety, I struggle to see how anyone could vote to increase traffic in this neighborhood KATOZEN Wuiar Las Gatos K. 0 0 N t" n i 91 g A. sv uA Er FE ffEr o egg tffiy g ,".'•4 K ° Un 8 Vie~$ . As residents of a neighborhood that will be directly impacted by the North 40 development, we would like to let you know that we are strongly AGAINST increasing the amount of large retail in the development. We will much prefer having more small retail in the development. Yours sincerely, Yuan and Maria Chou Re: North 40 March 3`d, 2015 Dear Honorable Mayor Jensen and members of the Council, I support the right of the Yuki family to dispose of their property as they wish, however as a lifelong and 2 "d generation Los Gatos resident I am appalled at the lack of foresight among the past and current town management with respect to traffic issues and mitigation. That would include the town manager as well as the council. As with the Albright way development, it seems nobody on the council has a real grip on what an additional 25,000 car trips per day will look like, or do, to the already existing problems that are currently present on Los Gatos Boulevard, Lark Avenue, and of course, Winchester Boulevard during morning and evening rush hours. Clearly the emperor has no clothes. The Yuki property (and contiguous parcels) is /are a landlocked tract of land, an issue nobody seems to want to address; while the developer seems to think mitigation of traffic is a passing grade of C or D, concurred with by the towns own traffic manager. As in the case of Albright Way, once again it seems the council is being held hostage by another out of town developer /corporation who has its own ideas about what our town should look like, while we the taxpayers are left wondering why our quality of life has deteriorated. Before you approve anything, I ask you to consider the implications of what that traffic increase will do to our town if the developer gets his 363 houses and their 460,000 square feet of retail space. Not to mention what it will do to our core downtown commercial business. I live at 131 Highland Oaks Drive, off Lark Avenue., where it is clear that our neighborhood is the most impacted and /or benefited residential neighborhood adjacent to this project. It has come to my attention that a discussion about reducing the amount of small retail space and increasing the amount of large retail has begun at the Council level. WE DO NOT WANT TO LIVE NEXT TO A LARGE RETAIL SHOPPING CENTER. WE WISH TO ENJOY WALK -ABLE SMALL RETAIL AND DINING that maintains our quality of life that we enjoy in Los Gatos AND for what Los Gatos is known. We wish to maintain the unique nature of Los Gatos on the North side of town as well as our Downtown. It would be unfortunate to have the development of the North 40 influenced by the property owners of many downtown buildings that are enjoying high rent rates but are worried about competition in town! This will be a stand -alone North side of town attraction, one that is very needed. If done correctly, the development of the North 40 will increase the attraction of Los Gatos as whole. We have met a couple times with both Grovner and Summerhill and we have appreciated their interest in our concerns and desires for the development of the North 40. As I'm sure you are aware, we have few retail and fine dining on this side of town. We have a number of grocery stores and fast food and feel we have no need to add to that continually growing list. We seek to have a place where we can enjoy small retail shopping and a better dining experience, WHICH INCLUDES OUTDOOR SEATING and entertainment. We hope to have a destination we can walk to with our families and enjoy with our neighbors. We thank you for the attention that is being placed on the nature of this development and we ask that, as you review and discuss, you keep in mind the adjacent neighborhoods who see this at a great opportunity ON THIS SIDE OF TOWN.
