Subject: Housing Element, North 40 and State Density Bonus Q&A
Presently, the North 40 Plan calls for 364 units. What if it were really 491? The school parents,
"Town not City," are concerned that with the state allowed density bonus the developers could
increase the total living units to 491. If that were allowed, there would likely be a commensurate
increase in traffic and possibly the school population.
The Los Gatos Community Alliance is arranging another meeting with the developers,
Grosvenor and SummerHill, to let us know if this is a legitimate concern or simply more
hype. This may cover some old ground, but most importantly, we need to know how things will
mesh together with our housing requirements and the Yuki land development.
At least two members of our Housing Elements Advisory Board will also be in attendance. This
state density bonus also applies to the AHOZ sites (and anything else in town), so there are lots
of issues and moving parts.
We have invited the Town not City people along with the Town Council, the LGUSD school
officials and the Los Gatos Weekly personnel. This is an important and currently very
contentious matter that needs to be brought out before the Town Council meeting on April 14.
Note, due to space limitations, please RSVP. If the room reaches capacity, we will turn
away those who did not RSVP.

SURTRAC was invented by three (3) members of the Robotics Institute at Carnegie Mellon University, including
research professor Stephen Smith and Project Scientists Greg Barlow and Xiao -Feng Xie. Currently, this team has

We are the owners and residents of 130 Highland Oaks Way, Los Gatos, and it has just
been brought to our attention that the Town Council is considering increasing the
amount of large retail in the proposed North 40 development. As residents of a
neighborhood that will be directly impacted by the North 40 development, we would like
to let you know that we are strongly AGAINST increasing the amount of large retail in
the development. We will much prefer having more small retail in the development.

Dear Honorable Mayor Jensen and members of the Council,
I support the right of the Yuki family to dispose of their property as they wish, however as a lifelong and
2 "d generation Los Gatos resident I am appalled at the lack of foresight among the past and current
town management with respect to traffic issues and mitigation. That would include the town manager
as well as the council.
As with the Albright way development, it seems nobody on the council has a real grip on what an
additional 25,000 car trips per day will look like, or do, to the already existing problems that are
currently present on Los Gatos Boulevard, Lark Avenue, and of course, Winchester Boulevard during
morning and evening rush hours.
Clearly the emperor has no clothes. The Yuki property (and contiguous parcels) is /are a landlocked
tract of land, an issue nobody seems to want to address; while the developer seems to think mitigation
of traffic is a passing grade of C or D, concurred with by the towns own traffic manager.
As in the case of Albright Way, once again it seems the council is being held hostage by another out of
town developer /corporation who has its own ideas about what our town should look like, while we the
taxpayers are left wondering why our quality of life has deteriorated.
Before you approve anything, I ask you to consider the implications of what that traffic increase will do
to our town if the developer gets his 363 houses and their 460,000 square feet of retail space. Not to
mention what it will do to our core downtown commercial business.

I am writing concerning the North 40 project. I live at 131 Highland Oaks Drive, off Lark
Avenue., where it is clear that our neighborhood is the most impacted and /or benefited
residential neighborhood adjacent to this project.
It has come to my attention that a discussion about reducing the amount of small retail
space and increasing the amount of large retail has begun at the Council level.
WE DO NOT WANT TO LIVE NEXT TO A LARGE RETAIL SHOPPING CENTER.
WE WISH TO ENJOY WALK -ABLE SMALL RETAIL AND DINING that maintains our
quality of life that we enjoy in Los Gatos AND for what Los Gatos is known. We wish to
maintain the unique nature of Los Gatos on the North side of town as well as our
Downtown. It would be unfortunate to have the development of the North 40 influenced
by the property owners of many downtown buildings that are enjoying high rent rates
but are worried about competition in town!
This will be a stand -alone North side of town attraction, one that is very needed. If done
correctly, the development of the North 40 will increase the attraction of Los Gatos as
whole.
We have met a couple times with both Grovner and Summerhill and we have
appreciated their interest in our concerns and desires for the development of the North
40. As I'm sure you are aware, we have few retail and fine dining on this side of
town. We have a number of grocery stores and fast food and feel we have no need to
add to that continually growing list. We seek to have a place where we can enjoy small
retail shopping and a better dining experience, WHICH INCLUDES OUTDOOR
SEATING and entertainment. We hope to have a destination we can walk to with our
families and enjoy with our neighbors.
We thank you for the attention that is being placed on the nature of this development
and we ask that, as you review and discuss, you keep in mind the adjacent
neighborhoods who see this at a great opportunity ON THIS SIDE OF TOWN.

Mr Larson,
It has come to my attention that the Town of Los Gatos is considering the amount of large retail
space and reducing the small retail space in the North 40.
As a resident of the Highland Oaks district, a neighborhood most impacted by this development,
I strongly oppose this decision.
The vision statement for the North 40 is supposed to enrich the lives of the current residents, and
we want small retail and dining, within walking distance of our homes not a large shopping
center
