SUBJECT: PPW JOB NO. 13 -29 - GUARDRAIL REPLACEMENT PROJECT 411-812-0120
APPROVE PLANS AND SPECIFICATIONS FOR THE GUARDRAIL
REPLACEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE
PROJECT FOR BID.
RECOMMENDATION:
Approve plans and specifications for the Guardrail Replacement Project and authorize staff to
advertise the project for bid.
BACKGROUND:
The Town's adopted FY 2013/14- 2017/18 Capital Improvement Program (CIP) Budget
designates funding for infrastructure construction projects. This is consistent with the Town's
goals to improve public safety and improve the quality of Town parks, streets, and facilities.
There are several narrow sections on Hicks Road that have been a safety concern for residents.
Construction of new guard rails will help address concerns related to the steep embankment and
narrow lanes. This road was originally a part of the Santa Clara County road system and was
later annexed into the Town. Since that time, Hicks Road has received minimal improvements.
DISCUSSION:
This project will install new standard guardrail in several sections of Hicks Road to address the
safety issues for vehicular traffic. Additionally, two sections of guardrail on Wood Road and
Foster Road will be replaced with new standard guardrail to address similar vehicle safety issues.
Plans and Specifications for this project are complete and available for review in the Clerk
Department on the Friday before the Town Council meeting. If the Town Council approves this
project, the project will be advertised for bids. A construction contract will then be presented to
the Town Council at a regular meeting on June 2, 2014 for award.

CONCLUSION:
It is recommended that the Town Council approve the plans and specifications for the Guardrail
Replacement Project and authorize staff to advertise the project for bids.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
There are sufficient funds available for this project through the Town's adopted FY 2013/14-
2017/18 Capital Improvement Program Budget.
