PPW Job No. 13-03 Blossom Hill Park Pathway ImprovementsMEETING DATE: 04/21/14 ITEM NO: cos saos COUNCIL AGENDA REPORT DATE: APRIL 8, 2014 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: PPW JOB NO. 13 -03 - BLOSSOM HILL PARK PATHWAY IMPROVEMENT PROJECT 421 - 831 -3403 APPROVE PLANS AND SPECIFICATIONS FOR THE BLOSSOM HILL PARK PATHWAY IMPROVEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID. RECOMMENDATION: Approve plans and specifications for the Blossom Hill Park Pathway Improvement Project and authorize staff to advertise the project for bid. BACKGROUND: The Town's adopted FY 2013/14 - 2017/18 Capital Improvement Program (CIP) Budget designates funding for infrastructure construction projects. This is consistent with the Town's goals to improve public safety and improve the quality of Town parks, streets, and facilities. The Town has undertaken a wide range of projects over the past few years to improve the condition and quality of Town Parks. Blossom Hill Park is one of the most heavily used parks in Town. In FY 2012 /13, the Town completed the Blossom Hill Road Improvements (Cherry Blossom Lane /Camino del Cerro) project, in conjunction with the State's Safe Routes to School grant. This project included the installation of new sidewalk and bike pathways along Blossom Hill Road. As part of the project, frontage improvements to Blossom Hill Park were completed, which included a parking lot with enhanced sidewalk access points to the park. DISCUSSION: Blossom Hill Park has frontage roads on Blossom Hill Road and Shannon Road with parking areas at both locations. The existing pathway connecting the two parking areas currently does not meet ADA requirements and is not wide enough for a shared bike path. This project will replace and expand the existing asphalt pathway from 4' to 8' wide starting at Shannon Road parking lot, including the playground area, tennis courts, sports park and directly connecting to the sports concession facility. Los Gatos Little League has been provided preliminary information on the project and staff will coordinate scheduling both with Little League and Los Gatos Recreation, the two major users of the park. This project was also reviewed with the Parks Commission at their regular meeting in April. The Parks Commission had no input. Plans and Specifications for this project are complete and available for review in the Clerk Department on the Friday before the Town Council meeting. If the Town Council approves this project, the project will be advertised for bids. A construction contract will then be presented to the Town Council at a regular meeting on June 2, 2014 for award. CONCLUSION: It is recommended that the Town Council approve the plans and specifications for the Blossom Hill Park Pathway Improvement Project and authorize staff to advertise the project for bids. ENVIRONMENTAL ASSESSMENT: This project is Categorically Exempt pursuant to Section 15301 (c), and 15303 (e) and 15304 (b) of the State CEQA Guidelines. A Notice of Exemption will not be filed. FISCAL IMPACT: There are sufficient funds available for this project through the Town's adopted FY 2013/14- 2017/18 Capital Improvement Program (CIP) Budget.
