APPROVE PLANS AND SPECIFICATIONS FOR THE RETAINING WALL
REPAIR AND REPLACEMENT PROJECT AND AUTHORIZE STAFF TO
ADVERTISE THE PROJECT FOR BID
RECOMMENDATION:
Approve plans and specifications for the Retaining Wall Repair and Replacement Project and
authorize staff to advertise the project for bid.
BACKGROUND:
The Town's adopted FY 2013/14- 2017/18 Capital Improvement Program (CIP) Budget
designates funding for infrastructure construction projects. This is consistent with the Town's
goals to improve public safety and improve the quality of Town parks, streets, and facilities.
Because of the topography of many of the Town's hillside roads, retaining walls have been
constructed for stability and support of the roadway, as well as for the safety of residents who
use these roads. A number of retaining walls that have been built over the past decade are in need
of repair and replacement. Over the past three years, the Town has rebuilt a number of failed
retaining walls on Villa Avenue, Reservoir Road, Kimble Drive, University Avenue, and Cleland
Avenue. The Town will continue this on -going work using the allocated budget for these
projects, as funding is available.
DISCUSSION:
This project for FY 2013/14 will replace several failed retaining walls along Hicks Road,
Jackson Street, and Phillips Avenue.
The new retaining walls will be constructed with steel beams and pressure- treated lumber. This
type of retaining wall is similar to the retaining walls constructed along Villa Avenue, which
have a rustic look and blend well with the surrounding area.

DISCUSSION (cont'd):
Plans and specifications for this project are complete and will be available for review in the
Clerk Department on the Friday prior to the Town Council meeting. If the Town Council
approves this project, the project will be advertised for bids. A construction contract will then be
presented to the Town Council at the regular meeting on March 17, 2014, to award.
CONCLUSION:
It is recommended that the Town Council approve the plans and specifications for the Retaining
Wall Repair and Replacement project and authorize staff to advertise the project for bids.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT:
The estimated construction cost for this project is $990,000. There are sufficient funds available
for this project through the Town's adopted FY 2013/14- 2017/18 Capital Improvement Program
Budget.
