COUNCIL AGENDA. REPORT
DATE: August 2, 2013
TO: MAYOR AND TOWN COUNCIL
FROM: GREG LARSON, TOWN MANAGER
SUBJECT: 2012 GENERAL PLAN ANNUAL PROGRESS REPORT
RECOMMENDATION:
Accept 2012 General Plan Annual Progress Report and authorize transmittal to the State.
BACKGROUND:
Government Code Section 65400 mandates that non - charter cities and all 58 counties submit an
annual report on the status of their General Plan and any progress in its implementation to their
legislative bodies. Annual Progress Reports (APRs) provide local legislative bodies with
information regarding the implementation of the General Plan for the communities they represent.
APRs must be presented to the local legislative body for its review and acceptance, usually as a
consent or discussion item on a regular meeting agenda. After review and acceptance, a copy of the
APR is required to be filed with the Governor's Office of Planning and Research (OPR) and the
Housing and Community Development Department (HCD).
There is no standardized form or format for the preparation of the General Plan APR. The APR is
also_not required to incorporate all of the General Plan elements and was not intended to be an
elaborate and time consuming endeavor to prepare.
The APR prepared by staff meets the basic statutory requirements of State law and highlights key
aspects of the Town's General Plan implementation durilig the calendar year of 2012 (Attachment 1).
FISCAL IMPA
There is no anticipated fiscal impact from the proposed revisions.
