7,,pW N OF 1pSGAS�S COUNCIL AGENDA REPORT DATE: JULY 19, 2013 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER MEETING DATE: 8/5/13 ITEM NO: 9 SUBJECT: PPW JOB NO. 13 -23 - FY 2013/14 — CURB GUTTER AND SIDEWALK REPLACEMENT PROJECT 813 -9921 APPROVE PLANS AND SPECIFICATIONS FOR THE CURB, GUTTER, AND SIDEWALK REPLACEMENT PROJECT AND AUTHORIZE STAFF TO ADVERTISE THE PROJECT FOR BID RECOMMENDATI Approve plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for bid. BACKGROUND: The adopted FY 2013/14 — 2017/18 Capital Improvement Program (CIP) Budget designates funding for curb, gutter, and sidewalk replacement projects. This project is consistent with the Town's goals to improve public safety and to improve the quality of Town streets. One of the primary causes of damage to curbs, gutters, and sidewalks is tree root overgrowth. The Town has hundreds of mature trees that were planted decades ago, and despite their many positive attributes, have outgrown their respective planter areas and their roots continue to cause damage to the Town's street infrastructure. Their roots have grown under curbing, sidewalks, and in some cases, under the roadway, causing uplifts and extensive damage, which results in uneven surfaces. DISCUSSION: This project will repair and replace damaged curbs, gutters, and sidewalks in various neighborhoods throughout Town, focusing on the Blossom Hill Road, Cherrystone Drive, San Benito Avenue, Oka Road, and Mozart Avenue neighborhoods. .. ... ;� BOB I S� Interim Director of Parks and Public Works Reviewed by: Assistant Town Manager Town Attorney Finance N APPW\MANAGEMENT \COUNCIL\COUNCIL REPORTS\2013 Reports \080513 \13 -23 FY 2013 -14 curb. gutter. sidewalk. rep I ace. p &s.doex PAGE 2 JULY 19, 2013 MAYOR AND TOWN COUNCIL SUBJECT: PPW JOB NO. 13 -23 — FY 2013/14 — CURB, GUTTER, AND SIDEWALK REPLACEMENT PROJECT 813 -9921 DISCUSSION (cont'd.): In conjunction with the replacement of damaged concrete, tree roots will also be pruned and root barriers will be installed to reduce the potential of similar damage to the new curbs, gutters, and sidewalks. Plans and Specifications for this project are complete and will be available for review in the Clerk's Department on the Friday prior to the Town Council meeting. If the Town Council approves this project, it will be advertised for bids and a recommendation to award a construction contract will be presented to the Town Council on September 16, 2013. CONCLUSION: It is recommended that the Town Council approve plans and specifications for the FY 2013/14 Curb, Gutter, and Sidewalk Replacement Project and authorize staff to advertise the project for bids. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed. FISCAL IMPACT: There are sufficient funds available for this project through the Town's adopted FY 2013/14 - 2017/18 Capital Improvement Program Budget.
