REPAIR AND RESURFACING PROJECT AND AUTHORIZE STAFF TO
ADVERTISE THE PROJECT FOR BID
RECOMMENDATION:
Approve plans and specifications for the FY 2012/13 Street Repair and Resurfacing Project and
authorize staff to advertise the project for bid.
BACKGROUND:
The Town's adopted FY 2012/13 — 2016/2017 Capital Improvement Program (CIP) Budget
designates funding for the Town's Street Repair and Resurfacing Program. This is a recurring
annual project for street rehabilitation activities throughout the Town to enhance vehicular safety
and maintain the roadway infrastructure in Los Gatos.
DISCUSSION:
Over the past several years, the need for pavement maintenance and rehabilitation work on the
Town's roadway system has exceeded the amount of available resources. Hence, all street work
is prioritized by evaluating a variety of factors including cost, the value of the maintenance
activity, and the type of roadway. Historically, pavement resurfacing work was performed using
a combination of both in -house staff and contractual resources. As a result of decreased in -house
resources, the majority of resurfacing work is now completed through contractors, allowing in-
house staff to focus on corrective measures, such as pothole repairs.

DISCUSSION (cont'd.):
In order to maximize the use of Town resources, staff has evaluated several options for street
resurfacing. One of the methods identified is the use of a Rubberized Asphalt Concrete (RAC)
cape seal process as an alternative to the more conventional Asphalt Concrete (AC) overlay.
The base material is made from recycled rubber, which consists of grounded or granulated
rubber particles derived from auto, light truck, or other sources that use a high content of natural
rubber.
The RAC cape seal process is the application of a rubber chip seal followed by an application of
a slurry seal for final surfacing which results in a thin pavement surfacing that provides
improved resistance to reflective cracking and a better overall vehicular ride. This strategy also
provides significant cost savings when compared to conventional overlay strategies. This
application has a life expectancy of approximately ten years. The Town has successfully
resurfaced residential streets in various neighborhoods over the past few years with RAC and
found this resurfacing approach to be cost effective with very good results.
The streets listed for cape seal in this project are within the general area of Highland Oaks Drive,
Wedgewood Avenue, Marchmont Drive, Fisher Avenue, More Avenue, University Avenue
(north of Shelburne Way), and Hernandez Avenue (west of the Almond Grove area.)
This project will also place a slurry seal on Santa Cruz Avenue, Main Street, and University
Avenue in the downtown area.
Plans and specifications for this project are complete and will be available for review in the
Cleric Department on the Friday before the Town Council meeting. If the Town Council
approves this project, it will be advertised for bids and a recommendation to award a
construction contract will be presented to the Town Council on May 20, 2013.
CONCLUSION:
It is recommended that the Town Council approve the plans and specifications for the FY
2012/13 Street Repair and Resurfacing Project and authorize staff to advertise the project for
bids.
ENVIRONMENTAL ASSESSMENT:
This project is Categorically Exempt pursuant to Sections 15301 (c), and 15303 (e), and 15304
(b) of the State CEQA guidelines.
FISCAL IMPACT:
There are sufficient funds available for this project through the Town's adopted FY 2012/13-
2016/17 Capital Improvement Prograin Budget.
