SEPTEMBER 17, 2012
The Town Council of the Town of Los Gatos conducted a Special Meeting on Monday,
September 17, 2012 at 7:00 P.M.
Greg Larson, Town Manager, presented the staff report.

BUSINESS MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Steve Rice, Vice Mayor Barbara Spector, Council Member Steven
Leonardis, Council Member Diane McNutt, and Council Member Joe Pirzynski.
Absent: None
PLEDGE OF ALLEGIANCE
CoCo White from Van Meter Elementary School led the Pledge of Allegiance. The
audience was invited to participate.
CLOSED SESSION REPORT
Mazarin Vakharia, Deputy Town Attorney, commented that Council met in closed
session and took no reportable action.
COUNCIL/TOWN MANAGER REPORTS

Manager Matters
- Commented that the Town met with representatives from the Museums of Los
Gatos and the Friends of the Library. Both organizations re -affirmed their
commitment to work with the Town for re-use of the old library space.
- Commented that “The Lorax” will be shown on Friday September 20, 2012 for
Screen on the Green.
Did You Know??
Heather St. John, Deputy Clerk
- Commented on the Town's Boards and Commission recruitment.
- Commented that applications are due October 8th, and interviews are scheduled for
October 22, 2012.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council minutes of September 4, 2012
2. Adopt resolution revising the Below Market Price (BMP) Housing Program
Guidelines and repealing resolution 2009-108
3. Below Market Price Affordable Housing Program
a. Adopt a resolution authorizing the Town Manager to execute an agreement with
Neighborhood Housing Services Silicon Valley for administration of the Town’s
Below Market price Affordable Housing Program (BMP) in an amount not to
exceed $55,000
b. Authorize General Fund budget adjustments for Revenue (3501 -44441) and
Expenditures (3501-63373) adjustment in the amount of $55,000

4. Biennial review of the Town/Successor Agency of the Redevelopment Agency’s

MOTION: Motion by Council Member Steven Leonardis to approve
Consent Items #1-4.
Seconded by Vice Mayor Barbara Spector.

VERBAL COMMUNICATIONS
Mr. Agg
- Commented that the Museums of Los Gatos wanted to move forward as a partner
with the Friends of the Library for the re-use of the old library space.
Mr. Stonesifer
- Commented that art supporter Mr. Leigh Weimers passed away and memorial
services will honor him.
OTHER BUSINESS
5. Accept Arts Plan update and Arts and Cultural Commission recommendation
regarding public art installation projects
Greg Larson, Town Manager, presented the staff report.
George Havelka, Arts and Culture Commission Chair
- Commented that the Arts and Culture Commission proposes installation of cat
sculptures in downtown trees and presented this "Cat Walk" exhibit idea to the
Council for support.
- Commented that the one year pilot program for the Cat Walk exhibit could be
financed through unused funds from the banner project.
Council Discussion
- Questioned the placement of the cats and whether they would be visible in
downtown trees.
- Questioned how to deal with various issues such as theft, vandalism, and insurance
needs.
- Questioned whether the banner program money will be used in the first year.
- Questioned the placement of a sculpture on Pageant Grounds.
Mr. Havelka and Mr. Stonesifer, Arts and Culture Commission Members
- Commented that part of the charm of the program is for the cats to be slightly
hidden.
- Commented that the pilot program is a trial to assess these issues.
- Commented that the financial issues will need to be determined as the program
evolves, but building owners and businesses may invest in the program.
- Commented that the site for the sculpture is not appropriate because of landscaping
and other issues, so the Commission recommends putting the sculpture in another
location, possibly in front of the library.

Mr. Larson
- Commented that there is $5,300 for the Cat Walk.
- Commented on the possible placement of the sculpture and a possible pedes trian
bridge connecting Pageant Grounds and the Civic Center deck.
- Commented that there may be up to $20,000 set aside for art in Pageant Grounds,
but we will need to wait to see if funds remain from the landscaping project .
MOTION: Motion by Vice Mayor Barbara Spector to continue the plan for
Pageant Grounds as it has already been approved, without a
mandate for the public art in the proposed location.
Seconded by Council Member Pirzynski.
VOTE: Motion passed unanimously.
MOTION: Motion by Vice Mayor Barbara Spector to direct the Arts and
Culture Commission, through staff, to report back to Council on
other locations in Pageant Grounds or library area for a placement
of a piece of public art.
Seconded by Council Member Pirzynski.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Pirzynski to approve the pilot
program for the “Cat Walk” exhibit as described, but noting that
there are issues to be addressed with staff and the Commission.

VOTE: Motion passed unanimously.
