SUBJECT: PPW JOB NO. 10 -08 - FISCAL YEAR 2010/11 — CURB, GUTTER, AND
SIDEWALK REPLACEMENT PROJECT
APPROVE PLANS AND SPECIFICATIONS FOR THE CURB, GUTTER, AND
SIDEWALK REPLACEMENT PROJECT AND AUTHORIZE STAFF TO
ADVERTISE THE PROJECT FOR BID.
RECOMMENDATION
Approve plans and specifications for the Curb, Gutter, and Sidewalk Replacement Project and
authorize staff to advertise the project for bid.
BACKGROUND
The adopted Capital Improvement Program designates funding for curb, gutter, and sidewalk
replacement projects. This is consistent with the Town's goals to improve public safety and to
improve the quality of Town streets.
One of the primary causes of damage to curbs, gutters, and sidewalks is tree root growth. The
Town has marry mature trees that were planted years ago, and despite their many positive
attributes, have outgrown their respective planter areas and their roots continue to cause damage
to the Town street infrastructure. Their roots have grown under curbing, sidewalks, and in some
cases, under the roadway, causing uplifts and extensive damage, which result in uneven surfaces
and present safety concerns.
DISCUSSION
This project will repair and replace damaged curbs, gutters, and sidewalks in the Bicknell Road
and Euclid Avenue neighborhoods. This work is intended to take place in advance of the
upcoming street resurfacing in these neighborhoods which is scheduled for summer 2011.

In conjunction with the replacement of damaged concrete, tree roots are also pruned and root
barriers are installed to reduce the potential of similar damage to new curbs, gutter, and
sidewalks.
Plans and Specifications for this project are complete and will be available for review in the
Clerk's Department on the Friday before the Town Council meeting. If the Town Council
approves this project, it will be advertised, and a construction contract for the award will be
presented to the Town Council in June 6, 2011.
CONCLUSION
It is recommended that the Council approve plans and specifications for the Curb, Gutter, and
Sidewalk Replacement Project and authorize staff to advertise the project for bids.
ENVIRONMENTAL ASSESSMENT
This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice
of Exemption will not be filed.
FISCAL IMPACT
The construction cost estimate for this project is $250,000. There are sufficient funds available
for this project through the approved FY 2010/11- 2014/15 Capital Improvement Program
Budget.
