2011050202 - Tobacco PreventionFt o���oF N MEETING DATE: 5/2/11 ITEM NO; J� COUNCIL AGENDA REPORT DATE: April 19, 2011 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER SUBJECT: AUTHORIZE THE TOWN MANAGER TO ACCEPT COUNTY OF SANTA CLARA PUBLIC HEALTH DEPARTMENT TOBACCO PREVENTION INITIATIVES GRANT FUNDS IN THE TOTAL AMOUNT OF $39,012.72. RECOMMENDATION Authorize the Town Manager to accept County of Santa Clara Public Health Department Tobacco Prevention Initiatives grant funds in the total amount of $39,012.72. BACKGROUND In March 2010, the County of Santa Clara Public Health Department (PHD) was awarded a $6.9 million, two -year grant through the Centers for Disease Control and Prevention's (CDC) Communities Putting Prevention to Work (CPPW) program, funded through the American Recovery and Reinvestment Act (ARRA). The CPPW grant addresses policy, systems, and enviromnental change to decrease smoking prevalence, prevent youth access to tobacco products, and decrease exposure to secondhand smoke. At its October 18, 2010 meeting, Council authorized the Town Manager to apply for these grant funds. Subsequently, the Town applied for, and was awarded, a grant in the amount of $18,362. In March 2011, the PHD released a second wave of funding, for which the Town has submitted a letter of intent and is anticipated to be awarded an additional $20,650.72. This second funding amolmt may be provided as an amendment to the first grant agreement, which has not yet been executed. DISCUSSION The Tobacco Prevention Initiative grant fiords may not be utilized by the Town until they are accepted. Staff recommends that Council authorize the acceptance of these funds and the related budget adjustments. As the total amount of the funds anticipated is less than the Town Manager's maximum signatory authority, he may then execute the grant agreement. PREPARED BY : Regina A. F Community Ser Director N' \CSD \TCRPTS\201 I TCRPTS \Tobacco Prevention Grant accept.docx Reviewed by: VS3Assistant Town Manager Town Attorney Clerk Administrator AP z Finance mmunity Development PAGE 2 MAYOR AND TOWN COUNCIL SUBJECT: TOBACCO PREVENTION INITIATIVES FUNDS April 19, 2011 Anticipated uses of the funds include the following: • Develop and implement tobacco -free /smoke -free policies in public areas. • Conduct an evaluation of current enforcement efforts around tobacco use and tobacco prevention and develop and implement a plan for enforcement of newly adopted tobacco policies. • Develop and implement a comprehensive youth education program around tobacco use and tobacco prevention, which will result in the implementation of two. to three projects to reduce smoking among adolescents, and build support for Town -wide policy initiatives. • Strengthen current smoke -free workplace protection policies by proposing policy that addresses exemptions in the current smoke -free policy. ENVIRONMENTAL ASSESSMENT The recommended action is not a project defined under CEQA, and no further action is required. FISCAL IMPACT If is anticipated that the Town will be awarded a total of $39,012.72 in Tobacco Prevention Initiatives grant funding. Once acceptance of these funds is authorized by Council, revenue and expenditure budget accounts will be incorporated into the Proposed FY 2011/12 Operating Budget.
