cos Aas COUNCIL AGENDA REPORT
DATE: FEBRUARY 17, 2011
MEETING DATE: 02 -22 -11
ITEM NO: L`
TO: MAYOR AND TOWN COUNCIL
FROM: GREG LARSON, TOWN MANAGER
SUBJECT: ADOPTION OF 2011 -2013 STRATEGIC GOALS
RECOMMENDATION
Adopt 2011 -2013 Strategic Goals as directed by the Town Council at the 2011 Town Council Retreat.
BACKGROUND
The Town Council held a Council Retreat on Saturday, January 22 for the purpose of discussing the
status of strategic goals set at the 2010 Council Retreat and identifying the strategic goals for the next
two years. Strategic goals set by Council are in addition to the ongoing core services provided by the
Town, which represent approximately 80% of staff capacity and time.
DISCUSSION
At the Council Retreat, Council identified strategic goals that should be removed from, revised, or added
to the goal matrix. The attached 2011 -2013 Strategic Goal matrix reflects the changes directed by the
Council, with two exceptions. Council discussed adding goals regarding defining "community benefit'
and developing a reserves policy. In consultation with the Mayor, staff is recommending that these
goals not be placed separately on the two -year strategic goal matrix because these items are one -time in
nature and are in the process of being scheduled for completion in the next few months. However, new
reserve policies have been added as one component of the first fiscal stability goal, now re- worded more
positively. In addition, the ongoing Core Services section has been edited and reformatted to better fit
the matrix.
CONCLUSION
The attached 2011 -2013 Strategic Goal matrix reflects the priority goals set by the Town Council for the
next two years. Staff reco nds that the Town Council formally adopt the 2011 -2013 Strategic Goals.
