TOWN COUNCIL /PARKING AUTHORITY /REDEVELOPMENT AGENCY CLOSED SESSION BEGAN AT 6:00 P.M. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Mayor Joe Pirzynski, Vice Mayor Steve Rice, Council Member Steven Leonardis, Council Member Diane McNutt, and Council Member Barbara Spector. Absent: None. PLEDGE OF ALLEGIANCE Abigail Dunlay, Los Gatos Student Parks Commissioner led the Pledge of Allegiance. The audience was invited to participate. PRESENTATION Proclamation National Blood Donor Month - Gayle Rohner, American Red Cross • Mayor Joe Pirzynski proclaimed the month of January as National Blood Donor Month. • Ms. Rohner accepted the award on behalf of the American Red Cross and thanked the Town and the community for their support. CLOSED SESSION REPORT CONFERENCE WITH LABOR NEGOTIATOR (Government Code Section 54957.6) To meet with Town Negotiators listed below in closed session pursuant to Government Code §54957.6 regarding negotiations with the Employee Organizations listed below: Town Negotiators (Lead): Rumi Portillo, Human Resources Director /Greg Larson, Town Manager Employee Organizations: Management Employees Confidential Employees Town Employees Association (TEA) American Federation of State, County and Municipal Employees Local No. 101 (AFSCME) Ms. Propp stated that direction was given and no reportable action was taken. Page 1 COUNCIL /TOWN MANAGER REPORTS Council Matters • There were no Council Matters for this meeting. Manager Matters Mr. Larson • Commented that Officer Leo Coddington was recognized as Officer of the Year by the Santa Clara County Board of Supervisors and was nominated by the Santa Clara County Mental Health Department for his work with the homeless population in the community. • Commented that the General Plan has now been published and is available on the Town's website or by calling the Community Development Department at 408 -354 -6874. • Commented that in light of the recent murder - suicide, the Los Gatos - Monte Sereno Police Department will continue to work with the District Attorney's Office on the final review of evidence in the Jeanine Harms Case. Mr. Bourgeois, Planning Commissioner • Commented about the Town's Boards, Commissions, and Committees and invited the community to apply to serve on a Town commission. • Commented that more information can be found on the Town's website at www.LosGatosCA.gov. TOWN COUNCIL CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Adopt resolution rescinding Resolutions 1991 -24 and 1991 -201, to retire the Town of Los Gatos Rent Advisory Committee. RESOLUTION 2011 -001 2. Resolution consenting to allow the Villa Capri Home Owners Association to change the age restriction for the senior housing development located at 576 W. Parr Avenue. APNS: 406 -43 -037 through 406 -42 -071. RESOLUTION 2011 -002 Page 2 Consent Items — Continued 3. PPW Job No. 10 -21 - 123 East Main Street Building Improvements a. Authorize the Town Manager to execute a construction contract with TI Management Group in an amount not to exceed $50,950. b. Authorize staff to execute future change orders to the construction contract as necessary in an amount up to $5,000. c. Authorize the Town Manager to execute a reimbursement agreement with Los Gatos Saratoga Recreation Department for building improvements at 123 East Main Street. d. Authorize revenue and expenditure budget adjustment establishing the 123 East Main Street Rehabilitation Project in the amount of $55,950 (including contingency), to be fully reimbursed to the Town by the Los Gatos Saratoga Recreation Department. 4. Authorize Town staff to enter into discussions with Santa Clara County regarding the surplus property at 375 Knowles Drive APN 406 -28 -032. TOWN COUNCIL /REDEVELOPMENT AGENCY 5. Approve Council /Agency minutes of December 20, 2010. 5 -1. Town of Los Gatos and Los Gatos Redevelopment Agency Joint Agreement a. Adopt a Resolution approving the Public Improvements Grant and Cooperation Agreement for the Central Los Gatos Redevelopment Project Area. RESOLUTION 2011 -003 and 2001 -004 b. Authorize Town Manager to execute the Public Improvements Grant and Cooperation Agreement for the Central Los Gatos Redevelopment Project Area on behalf of the Town of Los Gatos. c. Authorize Executive Director of the Los Gatos Redevelopment Agency to execute the Public Improvements Grant and Cooperation Agreement for the Central Los Gatos Redevelopment Project Area on behalf of the Los Gatos Redevelopment Agency. MOTION: Motion by Council Member Diane McNutt to approve Consent Items #1 - 5 -1. Seconded by Council Member Barbara Spector. VOTE: Motion passed unanimously. Page 3 VERBAL COMMUNICATIONS Mr. Vanderlaan • Expressed concerns about the senior services offered at the Los Gatos Adult Recreation Center and that the cost to play bridge has gone from $1.00 to $5.00 per day. • Requested that the Town contact the Center to discuss the fee increase. Mr. Larson • Commented that he will have Regina Falkner, Community Services Director contact Mr. VanderLaan to follow up with his concerns. • Clarified that the Adult Recreation Department is hoping to open a senior drop -in center later this month or early next month. Closed Verbal Communications TOWN COUNCIL - PUBLIC HEARINGS 6. Order abatement of Hazardous Vegetation (Weeds.) Staff report made by Todd Capurso, Director of Parks and Public Works. Open /Closed Public Hearing Council Discussions • Questioned if State agencies such as CalTrans are exempt from the weed abatement program. Mr. Moreno, County of Santa Clara Abatement Inspector • , Clarified that the County does not have the authority to abate public agencies. Mr. Capurso • Clarified that the Town does meet with other agencies when there is an abatement issue. MOTION: Motion by Council Member Barbara Spector to move to begin the process to order abatement of Hazardous Vegetation (Weeds.) Seconded by Council Member Diane McNutt.
