APPROVE PLANS AND SPECIFICATIONS FOR ENERGY EFFICIENT
LIGHTING UPGRADES AND AUTHORIZE STAFF TO ADVERTISE THE
PROJECT FOR BIDS.
RECOMMENDATION
Approve plans and specifications for energy efficient lighting upgrades and authorize staff to
advertise the project for bids.
BACKGROUND
In November 2009, the Town Council adopted a resolution authorizing the Town of Los Gatos to
apply for federal stimulus funding through the Energy Efficiency Conservation Block Grant
( EECBG) program and accept funds if awarded. These funds were available to municipalities
through a federal grant agreement with the U.S. Department of Energy, and were intended to
help fund energy efficiency projects. Parking lot lighting was selected as a potential energy
retrofit project, and staff applied for grant funding in January 2010.
In September 2010, the Town was awarded a grant from EECBG in the amount of $162,712.
Since accepting these funds, staff has been working with the California Energy Commission to
select energy efficient lighting options suitable for municipal parking lots and playgrounds areas
across the Town. The next step is to advertise the project for bids.

DISCUSSION
After extensive review and analysis, staff has prepared a scope of work which includes the
purchase and installation of approved LED and induction lighting materials. A total of 176 LED
energy efficient lighting fixtures and bulbs will be installed in 16 different Town -owned parking
lots and parks. These lighting upgrades are estimated to save the Town 56,195 kilowatt hours or
power per year, resulting in an annual savings of approximately $7,000 in energy costs.
Plans and Specifications for this project are complete and will be available for review in the
Town Clerk's Department on the Friday before the Council meeting. If the Council approves the
construction documents, it will be advertised and a report will be presented to the Council to
award the construction contract on March 21, 2010.
CONCLUSION
Staff recommends that Council approve the plans and specifications for the energy efficient
lighting upgrades at 16 different Town -owned locations and authorize staff to advertise the
project for bids. This approval will allow staff to access and utilize the $162,712 in grant funds
and begin this retrofitting project.
ENVIRONMENTAL ASSESSMENT
This project is Categorically Exempt pursuant to Section 15308 of the State CEQA guidelines.
FISCAL IMPACT
The labor and materials for this project will be funded through the federal grant. There are some
administrative costs that will be incurred to administer labor compliance issues for this grant.
These costs are not eligible to be charged against the grant amount. The Building Maintenance
Program will fund these costs out of the 2010/11 Operating Budget; these costs are estimated at
$3,000.
