RECOMMENDATION
Authorize Town staff to enter into discussions with Santa Clara County representatives
regarding surplus County property located at 375 Knowles Drive, APN 406 -28 -032.
BACKGROUND
On November 9, 2004 the County of Santa Clara issued a property sale or long term lease
notice regarding a 3.3 acre portion of a 5.1 acre parcel (APN 406 -28 -032) on Knowles
Avenue in Los Gatos. As per Council direction, in January 2005 the Town responded
with a letter of interest in purchasing the County's surplus property. In February 2005,
the County issued a proposal postponement and since that time has not re- issued a new
date for proposal submissions.
DISCUSSION:
In early 2010, County representatives asked to meet with Town staff to discuss the status
of the property on Knowles. At that time, staff was notified that the County Courthouse
facilities occupying the remaining 1.8 portion of the 5.1 acre parcel had been relocated to
downtown San Jose. As a result, the County declared that remaining portion of the site as
surplus. In the near future they will initiate the sale or long term lease of the entire 5.1
acre parcel (Attachment 1) and will re -issue a new date for proposal submissions.
As per Government Code, the County is required to first notify local agencies within the
jurisdiction in which the property is located and because the Town issued a formal letter
of intent with the last proposal submission request in 2004, the County requested a
reconfirming letter from the Town regarding its interest in the sale or long term lease of

the entire 5.1 acre parcel. Town staff issued a letter expressing the Town's interest in
working with the County toward the potential acquisition of the surplus property, but
requesting six months to work internally with Council and staff toward establishing
direction on the potential acquisition of property (Attachment 2). This will allow for more
comprehensive discussions to occur on the Town side first.
ENVIRONMENTAL ASSESSMENT
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT
There is no direct fiscal impact to the Town to authorize staff to enter into discussions
with Santa Clara County regarding surplus property.

Dear Mr. Knopf:
This letter will serve to express the Town of Los Gatos' interest in working with the County toward the
potential acquisition of the County's surplus property near the intersection of Knowles and Capri
Drives in Los Gatos. More specifically, the Town has interest in Parcels 1 -3 totaling approximately
5.2 acres as indicated in the County's Plat of Description (attached).
While a specific use has not been fully defined, the Town's current priority is to explore the viability of
a mixed use project including affordable housing, office, and civic uses. The property is zoned for
offices uses whereby public facilities are permitted with a conditional use permit. Last month the
Town Council approved a General Plan update that identified the site as an affordable housing
opportunity which would fiuther support potential mixed use development on the site.
Town staff will be moving forward to discuss this opportunity with Council. We are asking for
approximately six months to work internally with staff and Council toward establishing direction on
potentially acquiring this property.
