CHARGING STATIONS. AT NO COST TO THE TOWN.
Since the staff report regarding Electric Vehicle Charging Stations was submitted, there was additional
correspondence received from Mike Calise requesting this information be presented to Council.

I spoke to Richard Lowenthal CEO Coulomb late Sunday night. He wanted you to see this:
His words:
"...By the way, we just executed a contract with the CEC that will subsidize installation of our DOE grant stations
(ChargePoint America stations).
Installation of our ChargePoint America stations in California will be subsidized by the California Energy Commission. We
will pay a nominal fee, meant to be high enough to cover the cost of most installations, to all recipients of the stations..."
I'm estimating that this will cover around $2000+ per unit.

I'll be unavailable for the Monday meeting since I'll be out -of -town.
Please accept this email as a desk item that adds additional details in support of Todd's Staff Report.
* EVadvise in an independent advisor with no direct ties to Coulomb
technologies. I do have an excellent relationship with their management through information sharing. As a resident, my
sole purpose on this project is to help inform the Town of Los Gatos of its available options.
* With respect to the Town's practice of seeking competitive bids for
equipment purchases please note that for our area, Coulomb is the sole supplier designated by the Federal Government for
the free DOE funded ChargePoint America Program equipment, and I believe a $0 equipment charge will exempt the town
from a multiple -bid requirement. There is in fact no bid involved here. This is a request for an award and a subsequent
approval of an award.
* This award has been verbally approved by Coulomb's CEO and
management based on prerequisite criteria. Upon LO1 submittal and subsequent approval, Los Gatos has time to sign a
Master Service Agreement. After signing this Agreement, should the town change its mind, it would be released from a
commitment to take delivery of charger equipment without penalty. This removes the risk of acting now.

* There's is a much higher demand for equipment from this program than
equipment available. At this stage there is roughly 300 units requested and
100 units available for this area. The reasons to act quickly are to secure equipment in the queue, get waived Networked
service fees for the first year, and begin an EV readiness program ahead of demand. If we fail to secure equipment, we may
lose it; if we get equipment approved, we can still return it.
* There is a strong likelihood that the town can get additional grants
to offset some or all of its installation costs through the BAAQMD and the CEC. The total cost to install 6 units is under
$30K. It is my opinion that if the town has free equipment ready to be installed, it will get "shovel ready" preference for
installation grants because it has done the planning required for EV readiness. I would be glad to assist in the grants
requests.
* I support the recommendation to secure 6 units based on installation
convenience and lower -cost risk using the 1st Tier 2nd Tier approach. With the possible exception of adding one unit to the
Tier 1 for the Southside lot to "strategically flank" the entry ways, FOUR units seem like an excellent start as Tier one and
then TWO additional for Tier Two.
* Unlike many towns that have malls and large retail businesses to
support charging stations, our small local businesses will have to rely on the town and it's Chamber of Commerce to help
support anticipated EV traffic.
* Early on, using "dual use" parking space signage, the town need not
reduce the parking space locations available to gas powered vehicles. When EV demand increases, the town can switch to
"EV Only" usage. This keeps the parking spaces highly utilized at all times.
* The Town may handle its own installation as long as it complies with
the Davis -Bacon Act.
