~oW-+ o,~ MEETING DATE: 4/19%2010 <br />- ITEM No: 11 <br />h~~ ~: <br />DESK ITEM <br />tos.'~ os <br />COUNCIL AGENDA REPORT <br />DATE: APRIL 19, 2010 <br />TO: MAYOR AND TOWN COUNCIL ~~'~,, <br />FROM: GREG CARSON, TOWN MANAGER ,~'/~ <br />SUBJECT: .DISCUSSION, DIRECTION AND ACTION ON PROPOSED REDISTRICTING OF <br />THE SANTA CLARA VALLEY WATER DISTRICT. <br />BACKGROUND <br />As indicated on the web site of the Santa Clara Valley Water District (SCVWD), SCVWD sought and <br />obtained legislation to modify their district boundaries as part of a broader reorganization. SCVWD had <br />originally intended to conclude their redistricting action by June, as allowed in the authorizing <br />legislation. However, SCVWD has .accelerated their final action to their regularly scheduled Board <br />meeting on Apri127 to meet a separate requirement to submit their final redistricting action to the <br />County by May 3rd, 180 days prior to the November election in which the new districts would be <br />effective. This information is being provided in a desk item to facilitate the discussion on this matter. <br />DISCUSSION <br />Last Fall, SCVWD empaneled a Redistricting Advisory Commission that has been coordinating and <br />reviewing redistricting alternatives. A total of 20 redistricting alternatives, labeled A through T, have <br />been proposed and considered. All of the alternatives, along with both simple and detailed maps and <br />demographic information, as well as Advisory Commission agendas, packets and minutes, .are available <br />on the SCVWD web site. It appears the Commission has concluded their work and is recommending <br />SCVWD adoption of one of three alternatives, those labeled Q, S and T. However, it is likely that the <br />SCVWD Board has discretion to adopt any alternative they choose, possibly including new variations as <br />well. <br />Alternatives Q, S and T incorporate Los Gatos as follows: <br />Q -Los Gatos would be part of District 7, which also includes Monte Sereno, Palo Alto, Mountain <br />View, Los Altos, Los Altos Hills, and unincorporated western mountain hillsides through the Loma <br />Prieta Joint Union School District and southernmost San Jose, but not including Almaden Valley or the <br />hillsides west of Morgan Hill and Gilroy. <br />PREPARED BY: GREG CARSON <br />Town Manager <br />GL:pg <br />N:\MGR\AdminWorkFiles\20I0 Council Reports\4-19-10 SCVWD RedistrictingDeskItetn.doc <br />Reviewed by: Assistant Town Manager Town Attorney <br />Clerk Administrator Finance Community Development <br />
