Open and hold the public hearing. <br />2. Close the public hearing. <br />3. Adopt the attached resolution continuing certain department fees, rates and charges, and <br />amending certain fees, rates, and charges (Attachment lj. <br />The Town of Los Gatos' fmancial policies require that certain fees, rates, and charges .for services be <br />maintained to allow for cost recovery based on the actual cost to provide Town services. "Fee" activities <br />are those services and functions that the Town provides to individuals who receive some direct material <br />benefit from the services above and beyond Town services offered to all residents at general taxpayer <br />expense. In turn, the Town charges specific fees for those services. <br />Staff periodically reviews the cost of providing such services and recommends appropriate increases in <br />fees supported by cost data. In 2010, the Town engaged Financial Consulting Solutions (FCS) Group, <br />Ina, an independent financial consultant that specializes in public sector. fee analyses, to conduct a <br />comprehensive cost of services study of user fee activities. <br />The Town's last fee study was conducted in 2005. The purpose ofthe study was to review the Town's <br />current fee schedule, calculate the total cost of fee-generating services, analyze the cost recovery levels- <br />for each fee, survey other cities, and provide recommendations on how to adjust fees annually.. The study <br />also included a comprehensive cost allocation study to account for the proper assignment of <br />administrative overhead rates.
