SUBJECT: ADOPTION OF A RESOLUTION AUTHORIZING THE TOWN MANAGER
TO NEGOTIATE AND EXECUTE AN AMENDMENT TO THE GENERAL
PLAN CONTRACT WITH DESIGN, COMMUNITY AND ENVIRONMENT
TO INCLUDE A DEMOGRAPHIC STUDY FOR STUDENT GENERATION
RATES AND AUTHORIZING THE TOWN MANAGER TO EXECUTE A
COST SHARING AGREEMENT FOR THE PREPARATION OF THE
DEMOGRAPHIC STUDY FOR STUDENT GENERATION RATES.
RECOMMENDATION:
Adopt the attached resolution authorizing the Town Manager to negotiate and execute the
following:
1. A contract amendment not to exceed $30,000 with the General Plan consultant
Design, Community and the Environment to include the preparation of a
demographic study that will focus on student generation rates.
2. A cost sharing agreement with Grosvenor, Campbell Union School District, Los
Gatos-Saratoga Union High School District, Los Gatos Union School District, and
Cambrian School District to prepare the demographic study that will focus on
student generation rates.
BACKGROUND:
The Town is preparing an update to the 2000 General Plan that includes draft goals and policies
to accominodate approximately 1,400 new residential units on the sites indentified in the draft
Affordable Housing Sites Inventory and the North 40 Specific Plan. The Town, the four school
districts that are within the Town's boundaries and the potential developer of the North 40,
Grosvenor, believe it is in community's best interest to assess whether this potential residential
growth could create impacts to the school districts. Communities typically assess these potential

impacts in their General Plans through applying nationally recognized student generation rates to
the projected increase in residential units. While this is a generally acceptable methodology in
most communities, the generation rates in high performing school districts, such as the four that
serve Los Gatos, can be higher due to the willingness of parents to modify their housing choices
to ensure their children are in the best school districts. Therefore, the Town, the four school
districts, and Grosvenor believe that a "tailored" study that will compare the proposed housing
product types anticipated with the General Plan update with similar high performing school
districts' demographics and housing types should be used to develop student generation rates.
The study will include grades K-12 and project student generation rates by housing product type.
The generation rates will be used in the General Plan's environmental analysis.

The Town's General Plan consultant, Design, Community and Environment (DC&E) will retain
the assistance of Jeanette C. Justus Associates School Planning and Public Policy to perform the
analysis. Ms. Justus possess over 20 years of experience in school facilities planning and
financing. She also has an extensive background in government relations and public policy with
experience with city planning issues.
The Town, the four school districts, and Grosvenor will share in the cost of preparing this study,
which is anticipated not to exceed approximately $5,000 per entity.
CONCLUSION:
The attached resolution authorizes the Town Manager to negotiate an amendment to DC&E's
existing General Plan contract in an amount not to exceed $30,000 and to execute a cost sharing
agreement with the six entities to complete the aforementioned analysis and report.

RESOLUTION AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE
AN AMENDMENT TO THE GENERAL PLAN CONTRACT WITH DESIGN, COMMUNITY
AND ENVIRONMENT TO INCLUDE A DEMOGRAPHIC STUDY FOR STUDENT
GENERATION RATES AND AUTHORIZING THE TOWN MANAGER TO EXECUTE A
COST SHARING AGREEMENT FOR THE PREPARATION OF THE DEMOGRAPHIC
STUDY FOR STUDENT GENERATION RATES.
WHEREAS, the revised General Plan includes draft goals and policies to accommodate
up to approximately 1,400 new housing units; and
WHEREAS, the Town of Los Gatos, the School Districts within the Town's boundaries
and the potential developer of the North 40 Specific Plan desire to complete a demographic study
that will include student generation rates as a component of the General Plan update; and
WHEREAS, the Town of Los Gatos will share the cost of preparation of the
demographic study and student generation rates with Grosvenor, Campbell Union School
District, Los Gatos-Saratoga Union High School District, Los Gatos Union School District, and
Cambrian School District.
WHEREAS, Design, Community and Environment and their sub-consultant, Jeanette C.
Justus Associates are the most qualified firms to prepare a demographic study because of their
experience in school planning and developing student generation rates for jurisdictions
throughout California; and
WHEREAS, Design, Community and Environment, is currently preparing the Town's
General Plan Update.
RESOLVED, by the Town Council that the Town Manager is authorized to negotiate
and execute an amendment to the contract with Design, Community and Environment for
completion of a demographic study to increase total compensation by an amount not to exceed
$30,000.00 and execute a cost sharing agreement Grosvenor, Campbell Union School District,
Los Gatos-Saratoga Union High School District, Los Gatos Union School District, and Cambrian
School District for the preparation of the demographics study.
