pow" of MEETING DATE: 3/15/10 <br />- - ITEM NO: <br />~,.u,~. ~ <br />!pS•Gp.~OS COUNCIL AGENDA REPORT <br />DATE: March 5, 2010 <br />TO: MAYOR AND TOWN COUNCIL Z. <br />FROM: GREG CARSON, TOWN MANAGER .~G~~/ <br />SUBJECT: AUTHORIZE THE TOWN MANAGER TO SIGN THE MEMORANDUM OF <br />UNDERSTANDING FOR THE SOUTH BAY INFORMATION SHARING SYSTEM <br />(SBISS) SOUTH BAY REGION NODE <br />RECOMMENDATION: <br />Authorize the Town Manager to sign the Memorandum of Understanding for the South Bay Information <br />Sharing System (SBISS) South Bay Region Node <br />BACKGROUND: <br />Public Safety agencies in Santa Clara County and Santa Cruz, San Benito and Monterey counties are <br />seeking to share information between individual police departments to address homeland security and <br />local crime issues. A memorandum of understanding has been created between all agencies in these four <br />counties which will create a South Bay Information Sharing System (SBISS). Los Gatos desires to <br />participate in this partnership and must sign the memorandum of understanding to be able to share <br />information. <br />DISCUSSION: <br />Law enforcement agencies typically collect and maintain information within their jurisdiction in their <br />privately held records information systems. Increasingly, agencies are utilizing new technologies to pool <br />and share their data with other law enforcement agencies to solve crimes and increase the ability to <br />identify threats to homeland security. These technology solutions can be expensive and have previously <br />prohibited agencies in Santa Clara County and neighboring counties from embarking on an information <br />sharing partnership. <br />PREPARED BY: SCOTT R.
