Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 06/20/2017 ITEM NO: 9 DATE: JUNE 7, 2017 TO: MAYOR AND TOWN COUNCIL FROM: LAUREL PREVETTI, TOWN MANAGER SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE THE GREEN INFRASTRUCTURE FRAMEWORK TO IMPLEMENT A LONG-TERM GREEN INFRASTRUCTURE (GI) PLAN FOR THE INCLUSION OF LOW IMPACT DEVELOPMENT (LID) MEASURES RELATED TO STORMDRAIN INFRASTRUCTURE ON PUBLIC AND PRIVATE LANDS RECOMMENDATION: Authorize the Town Manager to execute the Green Infrastructure Framework to implement a long-term Green Infrastructure (GI) plan for the inclusion of low impact development (LID) measures related to stormdrain infrastructure on public and private lands. BACKGROUND: California cities are required to meet the State’s Clean Water Program permit requirements. Each city in Santa Clara County participates as a permittee member of the Santa Clara Valley Urban Runoff Pollution Prevention Program (SCVRPPP) and must comply with the requirements established by the San Francisco Bay Regional Water Quality Control Board (Board). Recently, the Board added a new section in the Municipal Regional Stormwater Permit (MRP) requiring Permittees to develop and implement a long-term Green Infrastructure (GI) Plan for the inclusion of Low Impact Development (LID) measures related to stormdrain infrastructure on public and private lands. The GI Plan must be completed by September 30, 2019 and must describe the jurisdiction’s goals, targets, and priorities, and identify the resources needed for implementing GI into projects over a 20-year time frame (2020 to 2040). To begin the GI Plan development process, PAGE 2 OF 3 SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE THE GREEN INFRASTRUCTURE FRAMEWORK TO IMPLEMENT A LONG-TERM GREEN INFRASTRUCTURE (GI) PLAN FOR THE INCLUSION OF LOW IMPACT DEVELOPMENT (LID) MEASURES RELATED TO STORMDRAIN INFRASTRUCTURE ON PUBLIC AND PRIVATE LANDS JUNE 8, 2017 S:\COUNCIL REPORTS\2017\06-20-17\Green Infrastructure\Staff report - Green Infrastructure FINALdocx.docx 6/15/2017 11:35 AM MM BACKGROUND (cont’d): the West Valley Clean Water Program, which represents Los Gatos, Saratoga, Monte Sereno, and Campbell, has drafted the attached Green Infrastructure Plan Framework (see Attachment 1), which will act as a workplan to help guide each city and the Town in its development of the GI Plan. The required adoption date for the GI Plan Framework is June 30, 2017. DISCUSSION: GI provides for the filtering and cleaning of stormwater runoff through the construction of infrastructure, such as biotreatment, rainwater harvesting, and pervious pavement. The GI framework identifies the process towards establishing a GI Plan, ultimately leading to the inclusion of GI elements in all public and private projects. Many private projects already include these elements through compliance with section C3 of the Stormwater Permit. Public projects will need to include these elements in the future. To achieve the reduction in pollution that the Stormwater Permit has set as a goal, local jurisdictions will need to include the additional infrastructure in improvement projects and maintain that infrastructure over time. These improvements will necessitate increased scope on many capital projects and will likely increase the cost of these projects. At this point, no additional funding is anticipated for these elements. NEXT STEPS: The GI Framework sets the direction for advancement of a GI Plan. With approval, staff will continue to work with the West Valley Clean Water Program to work toward that Plan, with the goal of reviewing the draft Plan with the Town Council prior to the September 30, 2019 deadline. CONCLUSION: Approval will allow for continued progress in compliance with the Town’s storm water permit. FISCAL IMPACT: There is no fiscal impact from this action.
