SUBJECT: Consider a request to remove a pre-1941 property from the Historic
Resources Inventory for property zoned R-1:8. Located at 17361 E Vineland
Avenue. APN 424-28-022. Property Owners: Aaron and Dana Rouleau.

RECOMMENDATION:
Consider a request to remove a pre-1941 property from the Historic Resources Inventory for
property zoned R-1:8 located at 17361 E Vineland Avenue.

BACKGROUND:
The Santa Clara County Assessor’s estimated construction date for the residence is 1915.
Previously, the HPC considered the historical significance of the residence and whether they
would support demolition of the residence under Other Business on the May 22, 2013 agenda.
The property owners at that time summarized the modifications and additions that had taken
place over time, including the replacement of the windows and the addition of a second story .
The HPC discussed the request and concluded that the historic integrity of the reside nce had

been lost (Attachment 1). Unfortunately, the HPC did not make a motion or vote to take action
to remove the residence from the Inventory or support demolition as the request was
discussed under Other Business. The current applicant requests that the HPC reaffirm the
conclusions made by the HPC at the 2013 meeting and formally remove the residence from the
Historic Resources Inventory due to its lack of historic significance and loss of integrity resulting
from alterations to the residence.
DISCUSSION:
The applicant is requesting approval to remove the pre-1941 residence from the Historic
Resources Inventory. The significance of the residence was considered by the HPC on May 22,
2013, at which time the HPC concluded that historic integrity of the residence had been lost
through numerous modifications and additions to the residence (Attachment 1). The applicant
requests that the HPC reaffirm the conclusions made by the HPC at the 2013 meeting and
formally remove the residence from the Historic Resources Inventory due to its lack of historic
significance and loss of integrity resulting from modifications and additions to the residence.
Should the HPC find that the structure does not have sufficient historic significance or
architectural merit, the structure would be removed from the Historic Resources Inventory and
any proposed work would not return to the HPC.
A. Findings - related to a request for a determination that a pre-1941 primary structure has no
historic significance or architectural merit.
In evaluating a request for a determination of historic significance or architectural merit,
the Historic Preservation Committee shall consider the following:
1. The structure is not associated with events that have made a significant contribution
to the Town;
2. No Significant persons are associated with the site;
3. There are no distinctive characteristics of type, period or method of construction or
representation of work of a master;
4. The structure does not yield information to Town history; or
5. The integrity has been compromised such that the structure no longer has the
potential to convey significance.
