09-01-04 Minutes - HPC110 TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ---------------------------------------------------------------------------------------------------------------------- SUMMARY MINUTES OF A REGULAR MEETING OF THE HISTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR SEPTEMBER 1, 2004, HELD IN THE TOWN COUNCIL CHAMBERS, 110 E MAIN STREET, LOS GATOS, CALIFORNIA. ---------------------------------------------------------------------------------------------------------------------- The meeting was called to order at 5:35 P.M. by Chair Pacheco ATTENDANCE Members Present: Kendra Burch, Jeanne Drexel, Len Pacheco and Joanne Talesfore Absent: None Staff Present: Sandy Baily, Associate Planner ITEM 1: 106 TAIT AVENUE The Committee considered plans for a modification to previously approved plans to add a new dormer and skylight for a house in the Almond Grove Historic District. Pacheco moved to approve the modification with the direction that the shingle treatment of the dormer shall be of a scalloped design or something similar to match the front elevation. Drexel seconded, motion passed unanimously. Appeal rights were cited. Burch arrived ITEM 2: 16900 ROBERTS ROAD Although revised plans were not submitted, the applicant requested that this matter remain on the agenda to discuss the options that were available. Pacheco moved to continue the matter to allow the applicant time to submit new plans incorporating the comments made at the meeting. Drexel seconded, motion passed unanimously. ITEM 3: 116 LOS GATOS BLVD The Committee considered a request to construct a second story addition to a pre-1941 single family residence. Pacheco moved to recommend approval of the application to the Director of Community Development subject to the following conditions: 1. A piano window shall be used on the north elevation to match the existing window on the same elevation. 2. Siding material shall be real wood, not a composite, laminated or fabricated wood product. 3. All windows and doors shall be wood. No snap in grids or grids inside the windows are permitted. Simulated wood grids are acceptable (ie: one glass pack with grids applied by manufacturer to inside, outside and between glass), to read as a true divided lite window. Vinyl clad windows are not permitted. 4. All window trim, window finish detail, corner boards, soffits, eaves, millwork and any other detail shall match existing. Drexel seconded, motion passed unanimously. ITEM 4: 56 BAYVIEW AVENUE The Committee considered a request to construct an addition to a second story pre-1941 residence. Drexel moved to recommend approval of the application to the Director of Community Development subject to the following conditions: 1. The plans shall be modified to correctly illustrate what is proposed. 2. Siding material shall be real wood, not a composite, laminated or fabricated wood product. 3. All windows and doors shall be wood. No snap in grids or grids inside the windows are permitted. Talesfore seconded, motion passed unanimously. ITEM 5: 15 UNIVERSITY AVENUE The Committee considered plans to relocate a stone house on the same property zoned C-2:LHP. Pacheco moved to recommend approval of the application to the Planning Commission subject to the following recommendations: 1. The applicant shall explore means to protect the stone from falling off the house, to protect the proportion of the stone and house and recordation of the stone location and proportions. 2. The Committee shall receive a copy of the results of the applicant’s research for information purposes ITEM 6: 204 EDELEN AVENUE The Committee considered a request to make exterior changes which includes changing the roof pitch and the addition of a dormer on property in the University-Edelen Historic District. The Committee expressed concern that the changes proposed did not complement the existing 50's style house nor did it complement an historic style house. Talesfore moved to continue the matter with the direction that the applicant hire a professional to prepare plans that correctly reflects the architectural style proposed which is either consistent with the existing architecture or compatible with the district. Drexel seconded, motion passed unanimously. ITEM 7: OTHER BUSINESS a. 208 Tait Avenue - The Committee discussed ideas for a new detached garage and exterior changes to the house. The Committee stated that the architectural style is craftsman, and a shingled style garage would not be compatible with the architectural style of the house. Changing the house to shingle style would also not be supported. b. Special Meeting to discuss Commercial Design Guidelines. The Committee discussed the guidelines and potential dates for the meeting. c. Nomination of new Vice-Chair. Pacheco moved to nominate Talesfore. Burch seconded, motion passed unanimously. d. Pre-1941 Design Guidelines- Nothing new to report. Matter will be continued to each meeting to allow members to add to the list of what needs to looked at when the guidelines are revised. ITEM 8: STATUS OF PREVIOUS APPLICATIONS Baily informed the Committee on the status of previous applications. ITEM 9: APPROVAL OF MINUTES The minutes from the meeting of August 4, 2004 were passed unanimously. ITEM 10: ADJOURNMENT The meeting was adjourned at 7:45 P.M. to a special meeting of September 13,14 or 15, 2004.
