02-05-03 Minutes - HPC110 TOWN OF LOS GATOS 110 East Main Street, Los Gatos, CA 95032 (408) 354-6872 ---------------------------------------------------------------------------------------------------------------------- SUMMARY MINUTES OF A REGULAR MEETING OF THE HISTORIC PRESERVATION COMMITTEE OF THE TOWN OF LOS GATOS FOR FEBRUARY 5, 2003, HELD IN THE NEIGHBORHOOD CENTER, 208 E. MAIN STREET, LOS GATOS, CALIFORNIA. ---------------------------------------------------------------------------------------------------------------------- The meeting was called to order at 5:30 P.M. by Vice-Chair Pacheco. ATTENDANCE Members Present: Kelly Blough, Susan Burnett, Jeanne Drexel, Len Pacheco and Members Absent: Lee Quintana Staff Present: Sandy Baily, Associate Planner ITEM 1: 127 HARDING AVENUE The Committee reconsidered a request to partially demolish a pre-1941 single family residence and to construct a first floor addition. Blough moved to recommend approval of the application to the Director of Community Development subject to the following conditions: 1. The roof material shall be a composite presidential shingle or a cedar style 2. The side lites at the front door shall be modified to be a fixed window with multi-lites. 3. The stone trim shall be more squared to match the Los Gatos stone. Detail of proposed stone shall be approved by Town staff prior to issuance of a building permit. 4. Siding material shall be real wood, not a composite, laminated or fabricated wood product. 5. All windows and doors shall be wood. No snap in grids or grids inside the windows are permitted. Simulated wood grids are acceptable (ie: one glass pack with grids applied by manufacturer to inside, outside and between glass), to read as a true divided lite window. Vinyl clad windows are not permitted. 6. All window trim, window finish detail, corner boards, soffits, eaves, millwork and any other detail shall match existing. Drexel seconded, motion passed unanimously. ITEM 2: 56 FAIRVIEW PLAZA The Committee considered a request to construct a second story addition to a residence in the Fairview Plaza Historic District. Pacheco moved to recommend approval of the application to the Director of Community Development subject to the following conditions: 1. Delete the muntins in the windows and use single lite windows. 2. Square the top of the balcony at the rear elevation. 3. Prior to the issuance of a building permit, the applicant shall return to the Historic Preservation Committee for approval of the proposed exterior siding to be used. Blough seconded, motion passed unanimously. ITEM 3. 133 GLEN RIDGE AVENUE The Committee reviewed proposed exterior changes to a pre-1941 residence to determine whether or not the changes met the Pre-1941 Design Guidelines. Pacheco moved to find that the following changes met the Pre-1941 Design Guidelines. 1. The wood entry can be changed to stone. 2. The columns under the sun porch can be bricked to match existing details on the house with lattice between the columns. Drexel seconded, motion passed unanimously. ITEM 4. 188 VILLA AVENUE The Committee considered a request to demolish a pre-1941 single family residence. Pacheco moved to recommend approval of the demolition based on evidence provided in the structural report and that the house has no significant architectural design. Burnett seconded, motion passed unanimously. The Committee recommended approval of the demolition subject to the condition that a photographed documentation of all exterior elevations of the existing house be provided for the historic resources inventory. Drexel seconded, motion passed unanimously ITEM 5: 75 ALPINE AVENUE The Committee reviewed proposed exterior changes to a pre-1941 residence to determine whether or not the changes met the Pre-1941 Design Guidelines. Pacheco moved to find that the changes met the guidelines provided that the windows be redesigned to match the existing bay at the front elevation and that the trim match the existing bay. Burnett seconded, motion passed unanimously. ITEM 6: 114 EDELEN AVENUE Applicant withdrew request. ITEM 7. OTHER BUSINESS a. 54 Chester Street- The Committee discussed preliminary plans to demolish the pre-1941 residence. Unless there was structural justification to demolish the house, the Committee felt that they could not support a request for demolition since the style of the house represented a link to the past. b. Pre-1941 Design Guidelines - Baily informed the Committee that at this time, staff will be recommending that the guidelines be prepared by an outside consultant and that they needed to provide a list of deficiencies in the current guidelines to justify the revision. Continued to next meeting. c. Policy on missing meetings- Baily informed the Committee on the status of missing meetings. d. CPF Conference - Baily informed the Committee that due to budget constraints, only two members can attend. Interested members need to contact staff to make the appropriate arrangements. ITEM 8: STATUS OF PREVIOUS APPLICATIONS Baily informed the Committee on the status of previous applications that came before the Committee. ITEM 9: APPROVAL OF MINUTES The minutes from the meeting of February 5, 2003 were passed unanimously. ITEM 10: ADJOURNMENT The meeting was adjourned at 7:50 P.M. to the next regularly scheduled meeting of March 5, 2003.
