The Town of Los Gatos strongly encourages your active participation in the public process, which is
the cornerstone of democracy. If you wish to speak to an item on the agenda, please complete a
“speaker’s card” located on the back of the chamber benches and return it to the Clerk
Administrator. If you wish to speak to an item NOT on the agenda, you may do so during the “verbal
communications” period. The time allocated to speakers may change to better facilitate the Town
Council meeting
The purpose of the Town Council meeting is to conduct the business of the community in an effective
and efficient manner. This is done by following meeting guidelines set forth in State law and in the
Town Code. Disruptive conduct includes, and is not limited to: addressing the Town Council without
first being recognized; interrupting speakers, Town Council or Town staff; continuing to speak after
the allotted time has expired; failing to relinquish the podium when directed to do so; and
repetitiously addressing the same subject.
For the benefit of the community, the Town of Los Gatos asks that you follow the Town’s meeting
guidelines while attending Town Council meetings and treat everyone with respect and dignity.
Deadlines for Public Comment and Presentations are as follows:
Persons wishing to make an audio/visual presentation on any agenda item must submit the
presentation electronically, either in person or via email, to the Clerk’s Office no later than 3:00
p.m. on the day of the Council meeting.
Persons wishing to submit written comments to be included in the materials provided to Town
Council must provide the comments as follows:
For inclusion in the regular packet: by 11:00 a.m. the Thursday before the Council meeting

For inclusion in any Addendum: by 11:00 a.m. the Monday before the Council meeting

For inclusion in any Desk Item: by 11:00 a.m. on the day of the Council Meeting

(Before the Town Council
acts on the consent agenda, any member of the public or Town Council may request that any item be
removed from the consent agenda. At the Mayor’s discretion, items removed from the consent
calendar may be considered either before or after the Public Hearings portion of the agenda)
1. Appoint Council Member Rob Rennie as the primary voting delegate for the League of California
Cities Annual Conference scheduled for October 5-7, 2016 in Long Beach, California
2. Adopt a resolution:
A. Declaring certain real property at 4 New York Avenue APN 529-27-024 surplus to the needs of the
Town.
B. Directing staff to conduct notification requirements pursuant to California Government Code
§54222.
C. Directing staff to explore opportunities for sale or lease of the property subsequent to completion
of the required notifications.
3. Authorize the Town Manager to execute a use agreement with Irish Culture Bay Area to operate the
Los Gatos-Listowel Writers Week to be held October 6th, 2016 through October 9th, 2016 on the
Civic Center Grounds.

Property Location: Southerly Portion of The North 40 Specific Plan Area, Lark Avenue to South of
Noddin Avenue. Applicant: Grosvenor USA Limited. Property Owners: Yuki Farms, ETPH LP,
Grosvenor USA Limited, Summerhill N40 LLC, Elizabeth K. Dodson, and William Hirschman. Consider
a request for the construction of a new multi-use, multi-story development consisting of 320
residential units, which includes 50 affordable senior units; approximately 66,800 square feet of
commercial floor area, which includes a market hall; on-site and off-site improvements; and a
Vesting Tentative Map. APNS: 424-07-024 through 027, 031 through 037, 070, 083 through 086,
090, and 100

The Town Council opened and closed the Verbal Public Comment for this item at the August 9,
2016 Special Meeting of the Town Council. The Staff Report and Attachments 1 through 23 can be
found on our website under the August 9, 2016 Special Meeting of The Town Council Agenda. Desk
Item B and Attachments 24 through 26 can be found on our website under the August 11, 2016
Special Meeting of the Town Council Agenda. Desk Items C, D, and E and Attachments 27 through 30
can be found on our website under the August 16, 2016 Special Meeting of the Town Council. Desk
Items F, G, and H and Attachments 31 through 38 can be found on our website under the September
1, 2016 Special Meeting of the Town of Los Gatos. On September 1, 2016, the Town Council denied
the proposed North 40 applications, the remaining actions pertain to consideration of resolutions to
document the Council decision.

Council within 72 hours of the meeting are available for public inspection at the front desk of the
Los Gatos Town Library, located at 100 Villa Avenue, and are also available for review on the
official Town of Los Gatos website. Copies of desk items distributed to members of the Council at
the meeting are available for review in the Town Council Chambers
Note: The Town of Los Gatos has adopted the provisions of Code of Civil Procedure §1094.6;
litigation challenging a decision of the Town Council must be brought within 90 days after the
decision is announced unless a shorter time is required by State or Federal law.
