I l4g ORDINANCE AI'.'ENDING T}IE ZONING ORDINANCE OF THE TOI^IN OF LOS GATOS CONCERMNG PARKTNG REQUIREI\GNTS. THE TOWN COI]NCIL OF THE TOWN OF LOS GATOS DOES ORNAIN AS FOLLOWS: SECTION 1. Sections 10.12, 11.12, 12-ft, 13.12, 14.12 and 15.12 of the Zoning Ondinance of the T crvn of Los Gatos are anpnded to read: SEC. -. PARKING AND LOADING AREAS. Off-street parking and loading areas and parking area land.scaping shaIl be provifud pursuant to the provisions of Article 21. SECTION 2. Sections 21.49 through 21.57 of the Zoning Orclinance of the Town of Los Gatos arE amended to read: SEC. 21 .49. STANDARDS FOR DEVELOPMENT. AII permanent off-street parking spaces, lots, garages and other areas, whe the r publicly or. privately owned and whe the r oper.ated corurercially or pursuant to the r€quirEnents of this Anticle, shafl be developed pursuant to the standarcls contained in the foltowing sections ancl sha1l be su.bject to the review and approval of the Architectu::e and Site Comrnittee. Where der,e lopment standards are prescribed efsewheze in this Or.dinance -r- pertaining to yartls anal fandscaping, fencing or lighting, antl they arE more stringent than those listed in this furtic1e, the more stri ngent stanalards shaII apply. SEC. 2I.50. SAME -- DRIVEWAYS. A11 off-stree t parking areas shall be connected to strEets on a1leyways by clriveways which shall conply with the foflowing standards: a. A11 clriveways shall comply with the following minimum width requirements. 1. Driveways which serve not more than two (2) parking spaces shal1 be not less than ten (10) feet wide if they pr.ovid.e either ingress or egress only, and not less than eighteen (18) feet wide if they provide both ingress and egrEss. The Planning DirEctor may authorize a reduction in width of two-way clriveways if he fintls that conditions make the eighteen ( 18) foot requirEment impractical. 2. Dniveways which se rve morE than two (2) and not morE than ten (10) parking spaces sha1l be not less than ten (10) feet wide if they provide either ingress or egzEss onIy, anil not less than eighteen (18) feet wide if they pr.ovicle both ingress and egre ss, -2- -a I l' _ 3. Driveways which serve morE than ten (10) and not more then twenty-five (25) panking spaces shall be not fess than eleven (11) feet wide if they provicle either ingzess on egress on1y, ancl not less than twenty (20) feet wide if they p::ovide both ingress and egress. 4. Driveways which serve more than twenty-five (25) parking spaces shall be not less than twelve (12) feet with if they pnovide either ingrEss or egr€ss only, and not less than twenty-two (22) feet wide if they provide both ingress and egress. 5. The minimum distance from a wall , fence or similar obstacle to the edge of any driveway sha11 be two (2) fee t. b. SAME -- SIA AND LOCATION OF SPACES AND AISLES. A11 parking spaces and aisles shalf conform to the follo,ring stanclards : a. For the purpose of de te rmining parking space dinrensions, the front limit of the space sha11 be the face of any walf or barnier (bumper height on higher). ff no such wal1 or barrien exists, the f:ront limit shall be a line perpendicular to the siile lire of the space, two (2) feet forward of the face of curb or wheel stop. b. A11 parking spaces sha1l be a minimum of nine (9) feet by twenty (20) feet. Aff aisle widths shall be a minimum of twelve (12) feet for one -way aisles, and a minimum of twenty-two (22) feet for two-way aisles. c- Parking space wiclth shal1 be increased to ten (10) feet if adjacent on one side to a wal1 , fence, hedge or structur€; and to eleven (I1) feet if adjacent on both sides to such walls, fences, heclges on structurEs. d. Off-strcet parking spaces parallel with the aisle shall be a minimum of twenf-two (22) feet in length. e. Where the configuration of the property or the focation of existing structurEs constrict design of parking areas, the Architecture and Site Committee shall have the power to modify parking stall and aisle width dimensions, provicled that the applicant can demonstrate the modification would not impair the function of the h. Diagonal panking is encouraged wherever possible but shalf be cliscouragecl fnom having two-way aisfes. i. One -way aisles shall not de ad-encl- Dead-ends on txo-$ray aisles are permissibfe if turn-arourd space is provifuti. j. The minimum inside turning radius for" aisles and islands shafl be twenty (20) feet. k. Off-street parking shall have maneuvering areas aile quate to eliminate aisle-to-aisle circrrlation via the str€et. 1. Off-street parking areas, except for single fanily resifunces, shafl be designed in such a manner so as to prohibit automobile s from backing onto streets. Single family resialences fronting on arteriaf str€ets shall have adequate provisions to prohibit automobiles from backing onto strEe ts. SEC. 21.52. SAME -- SURFACING. A11 outdoor off-street parking spaces, rlriveways ancl maneuve ring areas herEafter constructed sha1l be improved with a compacted base not less than four (4) inches thick, surfaceal with asphalt or Polltland cement, concrE te pavement or other surfacing approve d by the Director of Pub1ic Works- The paved arEa shall tre provided with clrainage facilities approved by the Dizector of Public Works ade quate to dispose of all accumulate cI surface water. -6- SEC. 21.53. SAME -- LIGHTING. Al1 pa::king area lighting facilities sha11 conforrn to the following standards: a. Al1 parking Iot lighting fixture s hereafter elEcted sha1l be of a design, Iocation and intensity as appnove d by the Archi tecturE and Site Conrnittee. b. Any and aII Iighting facilities hereafter erected, constructed or used for, or in connection with, any off-street parking spaces located in, on adjacent to, any r€sidential zone shall be so arnanged and shielfud that light will be reflected away from lancls located in such residentiaf zone. SEC. 21.5I+, SAME -- SCREENING AND LANDSCAPING. a. AII outcloor off-street parking spaces hereafter constnucted shall be screened on aff sides which arljoin, face, or arr across the strEet from pnoperties situated in any residlential zone or properties developed with a rresidential use, except as may be waivecl by the Architecture and Site Committee. The design of all screening shall be approved by the Planning Director, b. In all cases whe zr a parking lot is adjacent to a strEet, a minimum ten (10) foot landscaped buffer is r:eqrrized. A minimum five (5) foot lantlscaped buffer is requirecl in all cases wherr the parking fot is adjacent to a side or re ar yand property line or aIIey. The required wirlth of landscaped buffers is exclusive of any fencing or. curbing. When cu:rbs enclosing the landscape arEa serve as wheelstops, an adclitional two (2) feet of lanrlscape width is required. -7- . ,, x l ) c. A11 portions of the park.ing area not used for automobile mane uve ring and .rar:king or for pedestrian walkuays shal1 be landscaped and maintainetl. d- A11 landscaped areas sha11 be pr"ovided with c ornple te irrigation facilities and shal1 be permanently maintaine d. e. A minimum of 5% to lO% of the interior of all parking a:re as shall be landscaped. ltre percentage required will depend upon the quali ty of the landscaping, subject to Architecture and Site Committee approval. Interior lanclscaping may not incfude the re quined landscape buffens. The minimum width of interior. land"scape area is five (5) feet, exclusive of cunbs and ove rhang allowance s. f. Parking stalls placed in a consecutive series shall be bnoken with lantlscaped areas. The location of the lanclscape d areas shall be approved through the Anchitecture and Site review procedure. g. Trees shalf be a majon de sign elenent in all parking fots. Tree spacing sha1l be subject to the approval of the Architecture and Site Connnittee ancl shaff be determinecl by the species utilized, but in no case sha1l spaeing exceed forty (40) feet. h. The Architecture and Site Connnittee shalf review plans for off-street parking arEas to insure that there are -8- no sight obstructions which wou1d inte rfere with safe pedestrian ancl vehicular traffic. SEC, 2}.55. SAME _- CI]RBS. WHEEL STOPS AND MARKINGS. A11 landscaped areas shal-I be completely enclosed by a six (6) inch continuous concrete curb. Whenever possible, curbs sha.If be used as wheel stops. AfI off-street parking areas hereafter constructed shafl have curbs or wheel stops approved by the Planning Din-.ctor, and shall be provide tl with entrance, exit and traffic fl our markings so annanged antl marked as to pnovide for. orderly and safe parking of automobiles and as appnove cl by the DirECtor of Public Works. SEC. 2I. 5 6. PEDESTRIAN C IRCIILATION. Off-strEet parking areas shall provide for ade quate pedestrian circulation. SEC. 2I.57. TEMPORARY OFF-STREET PARKING LOTS. The Tolvn of Los Gatos, as a goverrunental agency, may aften finst securing architectural and site approval pursuant to the provisions of Article 25, create and operate tenporary public off-street parking lots developed without strict compliance with the stanclards fon developrnent of off-street parking lots prescriberl by sections 21.50 through 2I .55. Such temporary off-street parking lots shall be so clesigned, surfaced, lighted, lanclscaped, equipped with other parking -9- Iot improverents and otherwise developecl in such a manner, consistent with the purpose of such lots as temporary facilities, as to pr€vent hazands anal prEsent an acceptable appe arErnce. At the time of architectural and site approval , the Conrnittee shall appnove the design antl prescnibe the natune anil extent of the improvements requircd therefor. Such ternporary lots may be approvecl by the Committee for a term not to exceed one year. One or morE extensions of such approvals may be granted in incrernents not to exceed one (I) yean each. SECTION 3. Section 2f.58 is added to the Zoning Orclinance of the Torrrn of Los Gatos to reatl: SEC. 2I.58. IMPROVEMENT STANDARDS FOR LOADING SPACES. Loading spaces rcquirEd by this article shal1 be develotrlecl pursuant to the follo,ring stanclards, to the extent other more rigid standards prescribed elsewhere in this ortlinance clo not apply. a. Size of off-sttEet loadins spac€s: Each off-strreet loailing spaee r.eqEire d by this article shall be not less than ten (10) feet wifu, thirty (30) feet long and fifteen (15) feet high, exclusive of driveways for ingress and egress and mane uve ring areas. -10 - b. Dr:ivewavs for ingress and egress and maneuverinq AI€ AS : Each off-street loading space required by this article shal1 be provided with driveways for ingress and egress and maneuvering space of the sanre type which is re quire d for off-stzeet parking spaces. c. Location of off-str€et loading spaces: No off-street loading space required by this anticfe shafl be closer than fifty (50) feet to any lot or parcel of fand in a resitlential zone rnless such off- street loatling space is wholly within a completely enclosed building or unfess encloserl on all sides by a walf not less than eight (8) feet in height. THIS ORDINANCE SHALL TAKE EFFECT and sha1l be in fonce thirty (30) days after the date of its acloption.
