Energy Efficient Lighting Project1pW N Oar cos aGp�o� COUNCIL AGENDA REPORT DATE: JULY 9, 2012 TO: MAYOR AND TOWN COUNCIL FROM: GREG LARSON, TOWN MANAGER MEETING DATE: 08/06/12 ITEM NO: ) 0 SUBJECT: PPW JOB NO. 11 -10 —ENERGY EFFICIENT LIGHTING PROJECT 421 -821- 2004 AUTHORIZE THE TOWN MANAGER TO EXECUTE A CERTIFICATE OF ACCEPTANCE AND NOTICE OF COMPLETION ACCEPTING THE WORK OF REPUBLIC INTELLIGENT TRANSP- ORTATION SERVICES, INC. AND AUTHORIZE RECORDING BY THE CLERK ADMINISTRATOR RECOMMENDATION: Authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion accepting the work of Republic Intelligent Transportation Services, Inc. and authorize recording by the Clerk Administrator. In November 2009, the Town Council adopted a resolution authorizing the Town of Los Gatos to apply for federal stimulus funding through the Energy Efficiency Conservation Block Grant ( EECBG) program and accept funds if awarded. These funds were available to municipalities through a federal grant agreement with the U.S. Department of Energy, and were intended to help fund energy efficiency projects. Parking lot lighting was selected as a potential energy retrofit project, and staff applied for grant_ funding in January 2010. In September 2010, the Town was awarded a grant from EECBG in the amount of $162,712. Staff worked with the California Energy Commission to select energy efficient lighting options suitable for municipal parking lots and playgrounds areas across the Town. A total of 176 energy efficient lighting fixtures and bulbs were installed in 16 different Town -owned parking lots and parks. These lighting upgrades are estimated to save the Town over 56,000 kilowatt hours of power per year, resulting in an annual savings of approximately $7,000 in energy costs. PREPARED BY: TODD CAPURSO Director of Parks and Public Works Reviewed by: Assistant Town Manager (% Town AttorneLFinance N:\ PPW\ MANAGEMENT \COUNCIL \COUNCIL REPORTS\2012 Reports\Aug 6\Energy Efficient lighting project Final.Acceptance.docx PAGE 2 JULY 9, 2012 MAYOR AND TOWN COUNCIL SUBJECT: PPW JOB NO. 11 -10 — ENERGY EFFICIENT LIGHTING PROJECT 421- 821 -2004 DISCUSSION: Staff solicited bids for this project and on March 9, 2011, four bids were received as follows: • Republic ITS, Inc. $128,780 • Smallman Electric Co. $161,359 • A &L Electric Co. $166,146 • Triad Electric Inc. $187,650 After review and tabulation of the bid results, staff determined that Republic Intelligent Transportation Services, Inc. was a responsible entity and that its bid is most responsive to the Town's formal bid process. At its regular meeting held March -21, 2011, the Town Council authorized a contract be awarded to Republic Intelligent Transportation Services, Inc. The contracted work has been satisfactorily completed by Republic Intelligent Transportation Services, Inc. and is being recommended for acceptance by the Parks and Public Works Department. Ten percent of the faithful performance bond will remain in effect for a period of two years to guarantee any needed repair and/or replacement caused by defective materials and workmanship. The execution and recordation of the Certificate of Acceptance is now required to finalize the Town's acceptance of the project. CONCLUSION: Staff recommends that the Town Council authorize the Town Manager to execute a Certificate of Acceptance and Notice of Completion accepting the work of Republic Intelligent Transportation Services, Inc. and authorize recording by the Clerk Administrator. ENVIRONMENTAL ASSESSMENT: This is a project as defined under CEQA but is Categorically Exempt (Section 15301c). A Notice of Exemption will not be filed.
