BACKGROL"ND: On April 21, ?008. the To~~-n Council adopted a Solicitation and Donation Polio- to expand the potential for comnnnnin- donations ti~~ithin the fi•ame~york of the letter and spirit of California ethics lays. The polic}~ set forth guidelines for outreach. and guidelines and procedures regarding accepting and recognizing donations. With regard to recognition of donations, the polic~• sets standards for the location. «•ording. and sizes of commemorative plagues. The police limits the size of a commemorative plague to 8"10." unless the number of donors exceeds the allowable space. The size of a plague for multiple donors is limited to four square feet. The police provides that Council may, on a case b~~ case basis. specif}~ exceptions to the standards under special circumstances via resolution. I-he purpose of this staff report is to request that Council adopt a resolution alloying recognition plaques in the ne~~~ librar~~ to var~~ ii•om the standards set forth in the police and authorizing the Council Ad Hoc Litrar~ Sub- committee to appro~e additional exceptions, if necessary. Construction of the nen~ librar~~ is being iiulded bv~ Redevelopment _lgencv~ Certificates of Participation and bv~ Tovy~n reserves. The Friends of the Librarv~ (Friends 1 are conducting a capital canlpai«n to raise 52.1 million to cover furniture. fititures and equipment costs for the ne\\~ librar\~. Supported b}~ a professional filndraising consultant. Netzel Inc.. an E~ecuti\~e Director. and volunteer campaign committees. the Friends have developed a comprehensive strategy' for raising the required $2.1 million fi•onl the community-. The strategv~ begins b)~ seeking major drnlors at levels from 510.000 to 500.000. ~~'hile donors ma~~ provide donations anon mousl~~ or as undesignated donations. the campai~~n is offering donors the oppol-tunit~~ to sponsor- various rooms. areas. features or filtures in the librarv. Each of these potential donations represents an opportunit~~ for a commemorati\'e plaque. The location of a number of the donation opportunities requires small plaques due to limited space. such as on step risers or benches. Another area \vhich is not specificall}~ inconsistent \vith the standards. but represents a variation is the recommended format for the `'donor \vall." The design for the donor \vall is not one lary~e plaque. As shown in Attaclmlent ~. the donor vyall will be located in the lobb~~ beneath the m•and staircase and will consist of separate small plaques vv-ith the donors` names in categories according to the level of their donations. \vith the plaque size increasing as the level of donation increases.~(Attaclunent >). At this point in the campaign. the variations requested above are the only ones that have sul-faced. The Ad Hoc Library Stlb-Committee (coluprised of the \~Iavor and ~'ice'~~Iavor) has revie\ved the reeonllnended designs. As the campaign proceeds there may be additional desires variations to the police standards. To avoid delays that may result in the loss of donor opportunities, staff requests that Council authorize the .-1d Hoc Librar~~ Sub-Colnnlittee (colllprised of the i\~1a~~or and Vice ~~Iavor) to approve additional variations if they arise. Follovv~ing consultation with the sub-committee. staff vv-ould provide notice to the Council of the proposed change in the event that Council \vould like to request that the proposed change be a~endized for filll Council consideration. Staff does not anticipate that any additional \-ariations vv-ill be major in scope. CONCLUSION: To support the efforts of the Friends' capital campaign to raise 52.1 million for furniture. fi~tures_ and equipment for the nevv- library. staff recommends that Council adopt the attached resolution allo\\ing variations in size and \\ording for the plaques recognizin~T major donors at the 500.000 level and for the donor vv-all. In addition. staff reconlnlends that Council authorize the Ad Hoc Library Sub-Committee t~ approve additional variations to the standards if they arise.
