REJECT BIDS FOR FY 2009/10 STREET REPAIR AND RESURFACING
PROJECT AND AUTHORIZE STAFF TO REBID THE PROJECT
RECOMMENDATION:
Reject bids for FY 2009/10 Street Repair and Resurfacing Project and authorize staff to rebid the
project.
BACKGROUND:
The adopted Capital Improvement Program designates funding for the Street Repair and
Resurfacing Program. This is a recurring annual project for street rehabilitation tluoughout the
Town to. el~llance vehicular .safety and maintain the Town's roadway infrastructure.
At the May 17, 2010 Town Council meeting, staff provided detailed information regarding the
process of street selection, as well as staff's investigation. of several options for street
resurfacing. Staff then recommended the use of the Rubberized Asphalt Concrete (RAC) Cape
Seal process as an alternative to the more conventional Asphalt Concrete (AC) overlay. Council
approved plans and specifications and authorized staff to advertise the project for bids.
DISCUSSION:
The RAC Cape Seal process is the application of a rubber chip seal followed by an application of
a slurry seal for final surfacing. This result in a thin pavement surfacing that provides improved
resistance to reflective cracking and a better overall vehicular ride. This strategy also provides
significant cost savings when compared to conventional overlay strategies. This application has
a life expectancy of approximately ten years.

DISCUSSION (cont'd):
Sealed bids for this project were received on June 16, 2010 from Graham Contractors Inc. and
International Surfacing Systems Ina. Both of these bids exceeded the project estimate by more
than $300,000, which is more than 25% of the total project estimate. Staff evaluated the bids and
determined it would be prudent to rebid this project to obtain more competitive bids from a
larger group of contractors. The project specifications will be further defined to insure the
construction timelines required by the Town will be met.
The rebidding process will occur during June and July. Staff proposes this project be brought
back to the Town Council for award of contract at the regularly scheduled Council meeting to be
held August. 2, 2010.
CONCLUSION:
Staff recommends that the Town Council reject the bids for the FY 2009/10 Street Repair and
Resurfacing Project and. authorize staff to rebid the project.
ENVIRONMENTAL ASSESSMENT:
This is a project as defined under CEQA but is Categorically Exempt (Section 15301 c).
A Notice of Exemption will not be filed.
FISCAL IMPACT:
There. is no fiscal impact to the Town to rebid this project.
