PAGE2 <br />APRIL 30, 2010 <br />MAYOR AND COUNCIL <br />SUBJECT: AMENDMENT TO JOINT POWERS AGREEMENT FOR ADMINISTRATION <br />OF SANTA CLARA COUNTY CONGESTION MANAGEMENT PROGRAM <br />DISCUSSION: <br />The proposed new groupings approved by the VTA Board are as follows: <br />City Grouping <br />Representatives <br />a. Los Altos 1 representative <br />Los Altos Hills 1 alternate <br />Mountain View <br />Palo Alto <br />b. Campbell 1 representative <br />Cupertino 1 alternate <br />Los Gatos <br />Monte Sereno <br />Saratoga <br />c. Milpitas 2 representatives <br />Santa Clara 1 alternate <br />Sunnyvale <br />d. Gih-oy 1 representative <br />Morgan Hill 1 alternate <br />The proposed groupings do not affect the City of San Jose or the County of Santa Clara. <br />Specifically, there are no changes impacting the Town of Los Gatos or the West Valley <br />grouping. <br />All amendments to the JPA require approval of the VTA Board of Directors, the County Board <br />of Supervisors, and a majority of cities representing a majority of the population. Adoption of <br />the attached Resolution amending the Joint Powers Agreement far the Admhustration of the <br />Santa Clara County Congestion Management Program dated December 1, 1994 is a step in that <br />approval process. The City of Campbell approved the proposed amendments to the JPA earlier <br />this year. <br />CONCLUSION: <br />Staff recommends the Town Council adopt a resolution to amend the Joint Powers Agreement <br />for the Administration of the Santa Clara County Congestion Management Program dated <br />December 1, 1994 (JPA). <br />
