Also attached is a updated copy of the Revised FY 2010/11 Recommended User Fee Changes and Additions by Category -New or Deleted Fees correcting the amounts for the Secondary Dwelling Units, including New units and One or Two Existing Units (Attachment 2). These fees are correctly 1•eflected in the FY 2010/11 Proposed Comprehensive Fee Schedule attached to the April 5, 2010 Staff Report. While I certainly understand that the revenues have decreased; the town employees apparently believe they are immune and protected from economic changes, as though they are entitled to special treatment. Town projections were foolishly optimistic about the state of the economy in Los Gatos. Those projections were made by staff who apparently live and work in an ivory tower. Business owners have all had to adjust to a challenging marketplace by making hard decisions including reducing work force. I see no sign of these hard decisions being made by town management. Instead they choose a shortsighted solution that is not sustainable. We have a crisis in our country. That crisis rests squarely with the entitlement for the public sector, which wantonly consumes revenue that is not sustainable by the economy. It is unfortunate that this attitude of entitlement pervades all government, including our small town. Please do not allow the town management to increase fees. Until staff is cut to the bone, I have no sympathy for our town management. As I understand it, it is very difficult to reduce our local government due to contracts and employee unions. If indeed this is the case, then surely a moratorium on hiring should be a priority. As folks retire, please eliminate those positions. Once our town services are cut to the bone, then the town will be in better :position to improve efficiency of service. Only after staff is reduced to the barest minimum should there be any discussion of raising fees.
