THE SANTA CLARA VALLEY WATER DISTRICT.
BACKGROUND
As indicated on the web site of the Santa Clara Valley Water District (SCVWD), SCVWD sought and
obtained legislation to modify their district boundaries as part of a broader reorganization. SCVWD had
originally intended to conclude their redistricting action by June, as allowed in the authorizing
legislation. However, SCVWD has .accelerated their final action to their regularly scheduled Board
meeting on Apri127 to meet a separate requirement to submit their final redistricting action to the
County by May 3rd, 180 days prior to the November election in which the new districts would be
effective. This information is being provided in a desk item to facilitate the discussion on this matter.
DISCUSSION
Last Fall, SCVWD empaneled a Redistricting Advisory Commission that has been coordinating and
reviewing redistricting alternatives. A total of 20 redistricting alternatives, labeled A through T, have
been proposed and considered. All of the alternatives, along with both simple and detailed maps and
demographic information, as well as Advisory Commission agendas, packets and minutes, .are available
on the SCVWD web site. It appears the Commission has concluded their work and is recommending
SCVWD adoption of one of three alternatives, those labeled Q, S and T. However, it is likely that the
SCVWD Board has discretion to adopt any alternative they choose, possibly including new variations as
well.
Alternatives Q, S and T incorporate Los Gatos as follows:
Q -Los Gatos would be part of District 7, which also includes Monte Sereno, Palo Alto, Mountain
View, Los Altos, Los Altos Hills, and unincorporated western mountain hillsides through the Loma
Prieta Joint Union School District and southernmost San Jose, but not including Almaden Valley or the
hillsides west of Morgan Hill and Gilroy.

S -Los Gatos would be part of District 1, which also includes Monte Sereno, Gilroy, Morgan Hill,
southeast San-Jose (including the Santa Teresa and Evergreen areas, but not Almaden Valley) and all of
the unincorporated area south of Los Gatos plus the unincorporated eastern foothills and mountains from
above Gilroy up to above Milpitas.
T -Los Gatos wouldbe part of District 4, which also includes Monte Sereno, Campbell, the Cambrian
and Almaden Valley portions of San Jose, and adjacent County unincorporated areas.
Although local jurisdictions were not requested to review or take action on the SCVWD redistricting,
the issue has been the subject of recent media attention and specific review in the last week and a half by
the Morgan Hill and/or Gilroy City Councils. It appears there is interest within Morgan Hill and/or
Gilroy to support alternative S, but some questions were raised as to whether or not it is the preference
of Los Gatos to be included in the same district as Gilroy and Morgan Hill, as called for in alternative S.
The Los Gatos Town Council has discretion to review, discuss and take action on this matter as they so
choose, from no action whatsoever, to preference for a specific alternative, to a statement of Town
interests and concerns for SCVWD Board consideration.
Staff has informed the SCVWD that this matter is a late addition to the Council agenda for Monday
evening, but it's not known if there will be any SCVWD representation or other interested parties
present.
ENVIRONMENTAL ASSESSMENT:
Is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT: None.
