The Tovhnn Council of the Town of Los Gatos does ordain as
follows.-
Sec-'-ion to It shall be unlaviful for any person to stand
in, or be upon, a roadway for the purpose of soliciting a ride from
the operator of any private vehicle while said vehicle is being
oy)erated over or along said roadway.
Section 2. it shall be unlaiiTful for any person, while
standing, running or walkin- ~::pon a roadway, to offer for sale,
sell or deliver any nevaspaper, aagazine, periodical or bulletin
to the operator or occupants of any vehicle upon said roadway.
Section 3. "Roadway", as used herein, means that portion
of a street or highway i.proved, designed or ordinarily used for
vehicular traffic
Section 4. Any person violating any of the provisions
of this ordinance shall be guilty of a misdemeanor, and, upon
conviction thereof, shall be punishable with a fine of not more
than $100.00 or by imprisoment in the County jail for not more
than 30 days, or by both such fine and imprisonment.
Section 5. This ordinance is an urgency ordinance for
the immediate preservation of the public peace and safety and
shall be in full force a_nd e_"Lect from and after the date of its
passage. The facts constituting its urgency are as follo,,Jss
A large number of persons stand daily in the roadways
of streets leading to the 'own of Los uatos, which streets carry
a dense vehicular traf'f'ic, for the purpose of soliciting rides
in the vehicles operating over said streets, and the presence
of said persons on said roadways is dangerous to their oyAnn
safety and the safety of the vehicles using the roadways; that
ne."rsboys stand in the said roadways and dart about a-nno.ng the
vehicles selling their wares; that the presence of said news-
boys is da_ 6erous to their own safety and the safety of the vehicles
using the roadways.

a newspaper of general circula-
