as follows:

controlled by a line, rope or d2nain in the hands of a capable person,
or not being effectually muzzled so as to prevent such aog from biting
pers-~ons or animals, is hereby declared to be a menace to -public health
and safety.
SEC. 2. Every person Ov,rnin or laving, control of any dog shall effect
ually muzzle it so as to prevent it f-ro:i biting persons or animals, pro-
vided however, that no dog need be muzzled 7,hile wept wi-= in a suffi-
cient enelositre or led or controlled by a line, rope or chain. All
muzzles shall "be prop,erl r adjusted and s!zall be of design a.; rroved
