SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE AN AMENDMENT TO THE
AGREEMENT FOR SERVICES WITH SCHOOL BUS CONSULTANTS TO
INCREASE COMPENSATION IN THE AMOUNT OF $21,600 , FOR A TOTAL
CONTRACT AMOUNT NOT TO EXCEED $71,200
RECOMMENDATION :
Authorize the Town Manager to execute a n amendment to the Agreement for Services
(Attachment 1) with School Bus Consultants (SBC) to i ncrease compensation in the amount of
$21,600 , for a total contract amount not to exceed $71 ,2 00.
BACKGROUND :
As part of the Fiscal Year 2017/ 18 Capital Improvement Program (CIP), the Council authorized a
Congestion Relief School Bus Feasibility Study. Through a Request for Proposal (RFP) process ,
staff selected School Bus Consultants (SBC) to conduct the study . In October 2017 t he Town
Manager execute d an Agreement for Services with SBC to conduct the Feasibility Study for an
amount not to exceed $49,600.
On June 5, 2018 , the Town Council authorized staff to proceed with a school bus pilot program
targeting a January 2019 start date.
DISCUSSION :
T o implement the pilot service by the proposed date , staff need s to prepare a business plan for
Council review prior to the start date . The business plan will include evaluating service provider
options, evaluating staffing options for different functions, recommending best practices,

and determining metrics for the evaluation of the pilot. In addition, the business plan will map
out a phas ed deployment strategy and a corresponding potential revenue structure over five
years . Professional service assistance from a qualified consultant is necessary to advise staff on
many key issues associated with the development of this business plan.
Staff is recomme nding a contract amendment with SBC to provide the aforementioned
consulting service. To date, SBC has proven successful in assisting staff with completing the
f easibility s tudy and has established a very productive work ing relationship with staff and the
stakeholders , including schools, parents, and the Transportation and Parking Commission . Staff
has determined that the proposal from SBC is reasonable and sufficient for this purpose.
CONCLUSION :
Authorize the Town Manag er to execute an amendment to the Agreement for Services with
School Bus Consultants (SBC) to increase compensation in the amount of $21,600, for a total
contract amount not to exceed $71,200.
FISCAL IMPACT :
The one -time increase of $21,600 to support the school bus pilot service implementation will
be funded through the Pilot School Busing Program that is included in the Adopted FY 2018/19
– 2022/23 Capital Improvement Program.
